Job Description

The Kenya National Examinations Council (also referred to as KNEC or the Council) was established in 1980 under the Kenya National Examinations Council Act Cap 225A of the Laws of Kenya. This Act (Cap 225A of 1980) was repealed in 2012 and replaced with KNEC Act No. 29 of 2012.

The duties and responsibilities of the officer will entail:

  • Compiling the annual Corporate procurement and asset disposal plans;
  • Implementing the annual procurement and disposal plans and preparing quarterly implementation status reports;
  • Coordinating procurement and disposal activities;
  • Preparing contract documents for goods, works, and services;
  • Liaising with the user department to ensure effective implementation of contracts for goods, works, and services;
  • Providing secretariat services to committees incidental to the procurement of goods and services, and disposal of assets;
  • Overseeing periodic and annual stocktaking exercises;
  • Coordinating disposal of assets activities;
  • Preparing statutory reports to PPRA, EACC, National Treasury.

Person Specifications

For appointment to this grade, an officer must have:

  • At least ten (10) years cumulative relevant work experience, four (4) of which should have served at management level;
  • Master’s Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option) or equivalent qualification from a recognized institution;
  • Bachelor’s Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option) or equivalent qualification from a recognized institution; OR Bachelor’s degree plus a Post Graduate Diploma in Supplies Management/Logistics and Procurement Management from a recognized institution;
  • Management Course lasting not less than four (4) weeks from a recognized institution;
  • Member of Kenya Institute of Supplies Management (KISM) of good standing;
  • Demonstrated merit in work performance;
  • Proficiency in computer application;
  • Fulfill the requirements of Chapter Six of the Constitution only for the successful applicants.
