Job Description

Kenya National Highways Authority (KeNHA) is autonomous road agency, responsible for the management, development, rehabilitation and maintenance of international trunk roads linking centres of international importance and crossing international boundaries or terminating at international ports(Class A road), national trunk roads linking internationally important centres (Class B roads), and primarily roads linking provicially important centres to each other or two higher-classroads (Class C roads).

Job Purpose

The job holder is responsible for the entry and training grade for this cadre. An officer at this level will work under direct supervision of a senior officer.

Duties and responsibilities in this level will entail:

  • preparing tender documents, requests for proposals, and expression of interests;
  • attending to any clarifications sought by bidders;
  • preparing addendums and amendments to Tender Documents;
  • receiving and opening of tenders/quotation documents;
  • participating in the evaluation of tenders/quotations;
  • assisting in the preparation of Statutory Reports;
  • participating in the preparation of annual procurement and disposal plans;
  • preparing and submitting procurement reports;
  • implementing Tender, Procurement and Disposal Committee decisions;
  • participating in the inspection and acceptance of goods, services and works;
  • disposal of stores and equipment; and inventory management and control;
  • carrying out periodic market surveys;
  • maintaining custody of procurement registers, files and custody of bid documents;
  • preparing and submitting tender documents for contract preparations;
  • preparing and dispatching of Local Purchase Order (LPO) and Local Service Order (LSO); and
  • participating and conducting periodic and annual stock taking.

Job Specifications

For appointment to this grade, a candidate must have:

  • Diploma in Purchasing and Supplies Management from the Chartered Institute of Purchasing and Supplies (CIPS) or its equivalent qualification from a recognized institution;
  • Associate membership from KISM or CIPS or both or any other relevant professional body;
  • Proficiency in computer applications and
  • Fulfilled the requirements of Chapter Six of the Constitution.
