Summary

The Chief of Party (CoP) for the anticipated five-year USAID Kenya Digital Health Ecosystems Project will lead the development of a strategy and overall management of the project, and as the main point of contact with USAID and other stakeholders. The project’s main objectives are strengthening digital health governance, enhancing interoperability and expansion of existing health information systems in support of UHC and enhancing strategic partnerships. The CoP will provide overarching leadership and oversight of the internal EGPAF project staff and identified project partners and contractors. The CoP will provide the overall technical, operational, and strategic vision for the five-year project and develop and maintain a collaborative and strong relationship with USAID, Ministry counterparts, other implementing partners and stakeholders. The Chief of Party is part of the Country Senior Management Team.

No two days are alike at EGPAF, but what can you expect in this role?

Strategic Leadership

  • Identify and ensure Health Information Systems (HIS) is responsive to the needs of multiple stakeholders in the delivery of health services.
  • Ensure PEPFAR investments are responsive to E Government and MOH governance structures
  • Supervises the Deputy Chief of Party, and other senior project staff to ensure project is responsive to the shifting landscape in Digital Health.
  • Ensure regular communication and feedback to all stakeholders.

Project Management

  • Ensure work plans, budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry, Donor and EGPAF policies.
  • Manages sub awards and sub-contractors to ensure effective scope and delivery of services.
  • Collaborate with operations unit supporting all logistical and financial needs of the HIS program.
  • Facilitate the effective execution of all software development and implementation projects by utilizing cutting-edge technical project management tools and approaches.

Technical Leadership

  • Provide technical leadership and support during the planning, design, review and implementation of new elements or improvements on Health Information Systems.
  • Provide visionary technical leadership on sustainable design and partnership.
  • Provides oversight to the team of software developers, analysts, implementation team and project leads tasked with:
  • Solicitation and provision of input for Product Development Leads with requirements gathering, business analysis and documentation of Health Management Information Systems, Laboratory Information systems, Disease Surveillance Systems and Health Information Mediators.
  • Identify and document potential risks during the planning, design, review and implementation of Health Information Systems or any of their components.
  • Testing and quality assurance protocols on all components of a Health Information System are effectively conducted.
  • Design and development of systems for data interoperability, like data standardization and data sharing agreements.
  • Develop and ensure that information security principles and best practices are adhered to and implemented during the software design, development and implementation process.
  • Ensure the systems are integrated and interoperable.
  • Ensures the systems are structured to provide support and troubleshooting during installation and maintenance of any Health Information System components.

To Be Successful, You Will Have

  • 10-15 years of continuous management experience, 5 of which must be at senior level. Significant senior management experience and skilled in project management, office management, team leadership, budget management and donor relations, especially USAID etc.
  • Master’s degree in computer science, health information systems and health informatics or related field.
  • Experience leading and managing a complex and integrated project.
  • Clearly demonstrate vast experience with conceptualizing the design of big scalable data management systems (for multiple sites implementation and exponential growing user-base)
  • Experience in Cloud architecture and cloud-based system deployments at scale
  • Experience or advance knowledge in DevOps for scalable cloud based solutions
  • Experience with modern system development technologies
  • Experience in writing Digital system strategies and policies
  • Experience in Data governance, Nation-wide Systems, and interoperability standards
  • Experience in establishing and sustaining working relationships with Ministries.
  • Experience with health management teams, and working knowledge of disease based programs
  • Ability to work with limited supervision.
  • Excellent communication, interpersonal, writing, strategic planning, and analytical skills
  • Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary, multi-cultural team
  • Fluency in spoken and written English

Bonus points if you have:

  • Public health experience is an advantage
  • ITIL certification or related IT project management certification is a plus
