Job Description

John Snow, Inc., and its nonprofit affiliate JSI Research & Training Institute, Inc., are public health research and consulting firms dedicated to improving the health of individuals and communities throughout the world.

SUMMARY

  • JSI is currently recruiting for a Chief of Party for an upcoming USAID funded supply chain and pharmaceutical strengthening project in Kenya. The purpose of this 5-year activity is to strengthen systems and provide operational support to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities through a resilient and mature supply chain system and pharmaceutical regulatory services . This position is contingent upon an award from USAID.
  • The Chief of Party will lead the project in achieving all project objectives. The Chief of Party is responsible for strategic oversight, client relations, project quality and team leadership. The Chief of Party encourages innovation and oversees project coordination, implementation, monitoring, learning and evaluation. The Chief of Party will be the official representative of JSI for this program. As such, they will build and maintain excellent communications and professional relationships between all relevant parties including the government counterparts, USAID and other partners. This role requires strong strategic and project management skills as well as a deep understanding of the Kenya health system and context.

RESPONSIBILITIES

  • Provide leadership, management and strategic direction towards the achievement of project goals and objectives.
  • Represent the project to USAID and to the Ministry of Health and other key stakeholders and ensure that the project activities are meeting client and stakeholder expectations.
  • Ensure that project lessons and results are proactively disseminated, and learnings are shared and incorporated to continuously improve.
  • Ensure compliance with the terms of the award and USAID operational policies and regulations.
  • Support ongoing engagement and coordination with key partners, coordination bodies and mechanisms.
  • Oversee the project team. This involves directing and guiding the project team in alignment with organizational standards and protocols, executing a robust performance management and accountability system that encompasses frequent check-ins, annual evaluations, supportive supervision, as well as professional development.
  • Ensure systems and processes for comprehensive and adaptive management, monitoring, learning and evaluation of the program.
  • Lead project work planning, performance management, and strategic communications.
  • Ensure systems are in place to mitigate risk of fraud, waste and abuse.
  • Oversee the production and timely submission of project reports to USAID.

QUALIFICATIONS

  • Minimum of 10 years of experience in supply chain management, business management, public health or a related field. Preference will be given to those with considerable working experience in senior-level management positions and experience leading large and complex supply chain management and related technical assistance projects in Africa.
  • Extensive experience working within the Kenya health system.
  • Experience managing a large complex project.
  • Demonstrated success developing and implementing project work plans and managing performance against objectives and timelines.
  • Demonstrated success in building and leading high performing teams.
  • Excellent negotiation skills with demonstrated capacity for negotiating with senior government officials or executives.
  • Demonstrated capacity to effectively present project results and accomplishments to national and international stakeholders, donors, and in-country counterparts.
  • Working knowledge of and/or experience with USAID-funded program management, policies, regulations, and procedures is required.
  • Written and spoken English fluency (native or equivalent).
