Job Description

The United Nations is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945

Chief of Section, Programme Management, P5

Responsibilities
Within delegated authority, the Chief of Section (TMAT) will be responsible for the following.

  • Provides policy guidance and support, as required on IED and EO threat mitigation including on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
  • Leads, plans and oversees the implementation and quality assurance of all advisory, training and capacity development activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, ensuring full adherence to relevant international standards and UN policy and doctrine, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
  • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. Engages with representatives of Member States to build effective partnerships and ensure technical support is appropriate and delivered effectively.
  • Engages with donors to raise funds for the Section, tracks and reviews expenditure and submits timely and accurate reports.
  • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy-making organs, as appropriate.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.  Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
  • Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Recruits staff for Section taking due account geographical and gender balance and other institutional values. Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Section and across organizational boundaries.
  • Represents the Organization at inter-agency meetings, seminars, regional technical fora etc. on substantive-related issues including EOD, IEDD, WAM and IED Threat Mitigation and produces written briefs and presentations on the work of the Section to brief key stakeholders.
  • Convenes and/or participates in relevant international, regional or national meetings including on emerging issues relating to explosive threats and provides programmatic/substantive/technical expertise, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education

  • Advanced university degree (Master’s degree or equivalent) in business, public policy, administration, international relations, peace and security, law or related area.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Graduation from a military staff academy or similar law enforcement training institution is desirable.

Job – Specific Qualification

  • Recognized national qualification as an EOD officer and IEDD technician certification is required.

Work Experience

  • A minimum of ten years of progressively responsible experience in programme administration, management or related field is required.
  • minimum of 7 years experience in Post-Blast Investigations (PBI), including forensic evidence collection, exploitation of materials and devices, and the generation of technical intelligence to support threat analysis, and investigative or judicial processes is required.
  • A minimum of 2 years experience in a United Nations peace operation or similar international organsiation in the field is required.
  • Experience in drafting policy and doctrine and/or training material related to IED threat mitigation is desirable.
  • Experience working with national authorities on the storage, management, and destruction of ammunition and explosives is desirable.
  • Experience in resource mobilisation, proposal writing and reporting is desirable.
