Job Description

UNICEF is the world’s largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Responsibilities

The incumbent will be a member of the Planning and Evidence Building Team, a cross cutting service-oriented unit within the UNICEF Child Protection Programme Team. Reporting directly to the Primero Lead, he/she will be a key advocate and voice for children and responsible and effective data systems within UNICEF and externally. He/she will be focal point for Country Offices, Regional Office, partners and governments in the assessment, planning, implementation, and support of the Primero system. This includes:

  • Provide direct technical support to UNICEF country offices, government partners, and other implementing partners to bring Primero to global scale as a digital public good.
  • Improve and standardize processes to make Primero deployments more streamlined, secure, cost-effective, and responsive.
  • Provide business analysis and technical implementation services to help partners understand how to align Primero with their programming objectives to improve efficiency, data security and programme coherence.
  • Support Primero extensions by distilling and documenting requirements and new use cases and ensuring alignment with the Primero Roadmap and extensibility criteria.
  • Oversee software vendors and third parties in defining specifications, developing user stories and coordinate quality assurance and user acceptance testing and ensuring the quality of Primero product development.
  • Effectively translate technical information and requirements into language that can be understood by non-technical counterparts with the goal of reducing the dependency on ICT colleagues and third-party software vendors. This will involve regular engagement with Technical Teams from CPIMS+, GBVIMS+ and MRMIMS+ as well as UNICEF ICTD, and other key stakeholders.
  • Act as the technical lead for Primero implementations globally, providing supervision and quality assurance support to Primero regional and country offices focal points and technology for development staff.
  • Act as the technical lead for Primero integrations and interoperability with other digital systems across child protection and other sectors, including government data platforms, data visualization tools, and provide guidance and leadership on integration scale, governance and sustainability.
  • Coordinate releases and gather feedback from Primero stakeholders, including CPIMS+, GBVIMS+ and MRMIMS+ partners, to ensure continuous delivery of the Primero Software as a service offering
  • Gather lessons learned and best practices into a body of knowledge and evidence-base for improved programming for child protection and case management.

How can you make a difference?

Coordinate and Provide Technical Field Support

  • Based on the UNICEF Strategic Plan and the new 2021-2030 CP Strategy[1] supporting country offices in the strengthening of data management and case management through the configuration, deployment, and adoption of Primero as the CP sector IM platform in humanitarian and development contexts.

Coordinate Programme Development

  • Providing global front-line Primero support, including but not limited to capacity building (IMS and data protection practices), deployment, interoperability services, and adoption.
  • Working together with UNICEF country offices and Steering Committees and Technical Reference Group (CPIMS SC, GBVIMS SC, MRMIMS TRG) providing support to country deployments for training and uptake. Regularly interfacing and managing communication between software vendors and CPIMS+, GBVIMS+ and MRMIMS+ Technical Teams on timelines/scheduling.
  • Providing technical oversight and support to Technical Leads in Country Office/Regional Offices.
  • Coordinating and implementing extensibility initiatives and interoperability between Primero and partner systems, specifically UNHCR’s proGres v4 database, RapidPro, and World Food Programme’s Protection from Sexual Exploitation and Abuse (PSEA) system.
  • Tracking and managing software vendor spending against global and local development, implementation, and support contracts for all Primero instances.
  • Tracking and managing Primero’s annual subscription services and payments for all Primero instances. Including managing Memorandum of Understanding agreements and coordinating payment processes for partners external to UNICEF.

Engage in Communication, Partnerships and Advocacy

  • Representing Primero at the global level through participation in public good forums, committees, conferences, and webinars.
  • Engaging partners both within and outside of Steering Committees in the adoption of Primero and capacity development for case management.
  • Advocate for product integrations as a means of connecting programmes and partners and advancing child protection systems strengthening.
  • Providing inputs relating to the work on Child Protection Information Management for reports and other documentation and briefings needed to fulfil statutory requirements and requests received by the Child Protection Section (e.g. Annual reports, briefing notes).
  • Create and maintain effective communication materials and strategies to support advocacy and social mobilization efforts for prospective and current partners.
  • Leading on support modelling, metrics, and reporting. Including for the interagency Primero Board quarterly meetings.

Knowledge Management and Capacity Building

  • Ensuring country offices and partners have appropriate expertise and capacity in place for the uptake and maintenance of Primero.
  • Organizing, planning, and implementing capacity building initiatives to enhance user competencies to promote long-term sustainability of the system.
  • Collecting and disseminating best practices and knowledge learned to improve deployment, adoption, data protection, data usage and interoperability.
  • Conducting in-country evaluations on the uptake of the tool.
  • Managing Primero communications and knowledge management channels including YouTube, Yammer, SharePoint, Instagram, and the Primero Post newsletter.
  • Supervising and supporting the unit’s Communications and Knowledge Management consultant to deliver Primero-related work.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Information technology, Social Sciences, International Humanitarian Law, Development Studies, Community Development, Public Health, Education and/or related field is required.
  • A minimum of five (5) years of relevant progressively responsible professional experience at the national or international levels in Technology for Development (T4D) and/or information systems development and management, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders is required.
  • Experience with digital information management systems for child protection case management as an administrator or deployment lead is a requirement.
  • Specific experience with Primero is a requirement.
  • Experience with supporting country offices in developing formal child protection case management and referral systems which are integrated through national case management information systems
  • Proven business analysis experience including process modelling, requirements gathering, technical documentation writing, and Agile development practices is required.
  • Prior experience in both development and humanitarian contexts is an added advantage.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
  • Knowledge of Excel, JSON, PowerBI, SharePoint, Trello, Jira, Drupal, Strikingly, video editing software and developing integrations with OpenFn and RapidPro is an asset.
  • Knowledge of system integration, extensibility and interoperability tools is an asset
