Job Description

Amref Health Africa in Kenya is the country programme office of Amref Health Africa, Africa’s largest International Health NGO. This is the largest and oldest country programme in Africa with an average annual budget of USD 40million.

JOB PURPOSE

The Clinical Officer will support implementation of integrated HIV/RMNCAH &FP and OVC service delivery interventions in targeted health. The incumbent will report to facility In-Charge and Project Officer, Imarisha Jamii. The RCO is responsible for providing clinical HIV/AIDS services to clients in facilities including both pediatric and adult HIV care and treatment, TB/HIV and PMTCT. They will be responsible for working closely with other service providers to ensure that the quality of care and support is sustained as defined by the MOH service quality standards.

KEY AREA /KEY TASKS

Technical support

  • The holder of this position will support implementation and monitoring of activities across a broad range of HIV/FP/RMNCAH/OVC and nutrition integrated services areas, including:
  •  Provide quality clinical HIV services to clients at the CCC/ART/MCH as per the national guidelines and standards.
  •  Support other service providers in the health facility by recommending treatment and care for the patients with opportunistic infections, initiation of antiretroviral treatment (ART) in accordance with the MOH guidelines.
  •  Mentor other service providers in CCC/MCH/TB attending to HIVinfected adults, children and pregnant or breastfeeding women.
  •  Liaise with other project staff working in the community to address issues of defaulter tracing, HIV prevention and social determinants of health to mitigate the impact of those infected and affected by HIV.
  •  Strengthen linkages and referrals within and between health facilities.
  •  Ensure quality of care for all patients seeking services.
  •  Ensure the documentation of appropriate services rendered to patients is done in the relevant service registers and electronic medical records (EMR).
  •  Support HIV/TB and HIV/MNCH service integration
  • Strengthen data reviews and use for decision making

Capacity building

  •  Work with SCHMTs team to facilitate capacity development for healthcare workers at the health facility through one-on-one mentorship and on-thejob training and CMEs.
  •  Clients information, training and counselling

Monitoring and Evaluation and documentation.

  •  Support in HIV/RMNCAH/FP/OVC data tracking and ensuring that all service delivery data is captured in the MOH relevant tools as required.
  •  Support in preparation of Monthly facility work plans and progress reports on HIV/RMNCAH/FP/OVC indicator performance.
  •  Support documentation of best practices and lessons learnt.

Partnership and networking

  •  Liaise with relevant partners, stakeholders and collaborators at the Sub County and facility level in implementation of HIV/RMNCAH/FP/OVC integrated services.

REQUIREMENTS

Education and Professional Qualifications:

  •  Diploma or Degree in Clinical Medicine.
  •  MUST be registered by the Clinical Officers Council
  •  Any HIV/ TB Training is an added advantage
  •  Demonstrated training and competence in HIV Prevention, Care & Treatment/PMTCT will have added advantage.
  •  Competent in development and implementation of work plans, monitoring and evaluation of activities and report writing
  •  Computer literate, particularly in the use of MS Office
  •  Proficiency in both written and spoken English and Kiswahili
  •  Ability to conceptualize and understand program needs

Relevant Experiences and Competencies:

  •  Minimum of 2 years’ experience with direct involvement in patient care especially in HIV Prevention, Care & Treatment/PMTCT
  •  Experience working with government or donor funded programs will be an advantage.
  •  Experience in working both at health facility and community levels.
  •  Experience in implementing projects involving diverse partners, consortiums and operations
  •  Local experience working in Turkana county is an added advantage
