Job Description

Summary

The consultant in consultation with PROPEL Health Kenya and MOH will provide the technical expertise that is needed towards realization of the two specific support areas listed above. Whilst there may be minor alterations after the conceptual stage of this assignment, the consultant is expected to carry out the following tasks, among others as may apply:

  • Conduct a desk review of the development and application of the means testing tool in identifying households/individuals for government subsidization in low- and middle-income countries.
  • Source all national survey data sets that have income or consumption data collected in Kenya since the year 2000.
  • Estimate ordinary least squares (OLS) and test for validity and appropriateness of the covariates that will provide parameters with the most predictive accuracy.
  • Provide the final product which will be a set of significant parameters to be deployed in a means testing tool.
  • Provide survey data sets saved in excel, ASCI and DAT and a STATA source code to execute the final output.

Requirements

Required Qualifications

  • Master’s degree in economics/health economics, statistics or research-related field is required.
  • Bachelor’s degree in economics and policy, statistics or research-related field is required.
  • Demonstrated experience in applied econometrics and statistics is required.
  • Knowledge and working experience of country / context a significant advantage.
  • At least 5 years’ experience in analyzing large data sets using SPSS, STATA, R, GRETL or advanced Excel is required.
  • Proof of analytical, documenting and reporting skills. (Attach relevant document to demonstrate skill)
  • Demonstrated experience in using household surveys and using consumption/income data is required.
  • PHD in economics and/or statistics is an added advantage.
  • Experience on activities funded by USAID.

Evaluation Criteria

  • Demonstrated experience in using household surveys and using consumption/income data is required.
  • PHD in economics and/or statistics is an added advantage.
  • Experience on activities funded by USAID.

Costs (30%)

  • The bidder’s cost outline must contain an overall quotation in KES.
  • The Financial Proposal shall be confirming the following:
    • The price Inclusive of all relevant taxes
    • Indicate Payment Terms
    • The period of validity of the bid.
  • Proposals must offer services for the total requirement. Proposals offering only part of the requirement will be rejected.
