Job Description

Urgent Action Fund-Africa provides rapid response grants and technical support to women’s rights organisations, women’s human rights defenders and activists who identify strategic and time sensitive opportunities to advance women’s rights in Africa.

Consultancy Services – Mid Term Review

Purpose of the mid-term review

  • The main purpose of the mid-term review is to assess the progress of the projects against the set objectives, learn what is working well and what is not working, and assess the financial management of the project, including anti-corruption measures. The review is intended to contribute to learning for UAF Africa and point out areas for improvement of the projects.

Objectives

  • To assess the degree to which the project is on track to achieve its intended outcomes
  • To support reflection and learning at the midpoint of the projects
  • To assess how the project has been addressing cross-cutting themes of GBV, SRHR, Sustaining Defenders, and climate.
  • To meet the contractual requirements as prescribed by the donor.
  • To provide information for reflection, recommendation, lessons learned and good practices of the projects to revise or enhance implementation

Qualifications

  • Eligible Consultants must demonstrate:
  • Proven experience in conducting mid-term or final evaluations of donor-funded projects, preferably in the human rights, gender justice, or development sectors.
  • Strong understanding of project cycle management, monitoring and evaluation (M&E) frameworks, and results-based approaches.
  • Demonstrated knowledge and application of the OECD-DAC evaluation criteria (relevance, effectiveness, efficiency, impact, and sustainability).
  • Expertise in assessing cross-cutting themes such as Gender-Based Violence (GBV),
  • Sexual and Reproductive Health and Rights (SRHR), sustaining defenders, and climate justice.
  • Knowledge of financial management assessment, including anti-corruption measures and accountability practices.
  • Familiarity with the Kenyan context, especially civil society and women’s rights movements.
  • Excellent analytical, writing, and facilitation skills to support participatory learning and reflection processes.
  • Demonstrated ability to produce high-quality, actionable reports with practical recommendations.
  • Experience working with feminist organisations or applying feminist and participatory evaluation methodologies is an added advantage.
