Job Description

Roles of the County Assembly Legislate for the county in accordance with Article 185 of the Constitution. Vet and approve nominee for appointment to county public offices. Approve the budget and expenditure of the county government in accordance with Article 207 of the Constitution.

Duties and Responsibilities

Specific duties will include:

  • Overseeing, reviewing and developing of comprehensive public affairs and communications strategies;
  • Overseeing corporate communications;
  • Advising the Assembly on the best media practices;
  • Identifying and coordinating significant events and programmes which require packaging for dissemination to the media and the public;
  • Overseeing, designing, innovating and recommending corporate materials for building Assembly’s brand;
  • Coordinating all the Assembly public functions;
  • Coordinating and reviewing of the Assembly’s corporate image;
  • Ensuring that appropriate Public feedback mechanisms are in place;
  • Coordinating Assembly’s advertising and publicity;
  • Ensuring maintenance of all public affairs and communications records and photographs;
  • Developing, supporting and promoting the County Assembly goals through message development, social media creation and media outreach
  • Coordinating and reviewing of the Assembly’s Communication policies
  • Managing and nurturing relations with critical stakeholders;
  • Coordinating provision of protocol services in accordance with the National policies, practices and international norms and conventions Training and developing Officers under him/her ;
  • Overseeing production of Assembly Documentaries and Magazines
  • Supervising staff in the unit;
  • Mentoring and coaching staff in the unit; AND
  • Assigning, monitoring and evaluating work performance in the unit;

Requirements for Appointment

For appointment to this grade, an officer must have:

  • Served in the grade of Assistant Director – Public Communications/Media Relation Officer for a minimum period of three (3) years
  • Master Degree in any of the following disciplines:- Public Communication Public Relations, Mass Communications, Marketing or any other equivalent qualification from a recognized institution or overall work experience of 15 years 10 of which must be in the same field.
  • Certificate in leadership course lasting not less than six (6) weeks from a recognized institution
  • Registration with relevant professional body with membership of good standing

  • Experience networking and building relationships with the press
  • Aptitude for strategic problem-solving
  • Proficient in all social media platforms, such as Facebook, Twitter, Whatsapp, Instagram etc
  • Ability to diffuse tense situations and stay calm in a crisis
  • Great attention to detail
  • Excellent organizational skills
  • Video Editing
