Job Description

The Communications Authority of Kenya is the regulatory authority for the communications sector in Kenya. Established in 1999 by the Kenya Information and Communications Act, 1998, the Authority is responsible for facilitating the development of the Information and Communications sectors including; broadcasting, multimedia, telecommunications, electronic commerce, postal and courier services.

Duties and responsibilities at this level shall entail:

  • Assist in planning, organizing, and coordinating Supply Chain Management activities
  • Assist in developing and reviewing procurement policies and strategies
  • Coordinating the preparation and implementation of the procurement manual and procedures
  • Coordinating the process of disposal of unserviceable, obsolete, and surplus stores and equipment
  • Monitoring suppliers’ performance to assess their ability to meet quality and delivery requirements
  • Coordinating periodic market research and surveys
  • Assist in negotiation efforts in major contracts
  • Initiate preparation of contract documents
  • Assist in the implementation and effective use of the e-procurement system
  • Ensuring compliance with all regulatory requirements and ethical standards relating to the procurement of goods, services, and works
  • Ensuring timely procurement of goods, services, and works
  • Coordinating the implementation of the procurement plan
  • Consolidating procurement budgets and plans
  • Ensuring safe custody of procured goods
  • Coordinating preparation and maintenance of assets register, transfer, and valuation
  • Coordinating periodic stock taking and stock audit
  • Assist in coordinating the preparation of statutory reports
  • Managing and developing staff

Person Specification

For appointment to this grade, a person must have:

  • At least ten (10) years of related work experience with at least three (3) years experience in a management role
  • Bachelor’s degree in any of the following disciplines: Procurement and Supply Chain Management; Purchasing and Supplies Management; Supply Chain Management; Procurement and Contract Management; Logistics and Supply Chain Management; Procurement and Logistics Management, Social Science / Business Administration, Economics, Physical Science, or equivalent qualification from a recognized institution
  • Masters degree in any of the following disciplines: Procurement, Logistics, and Supply Chain Management; Business Administration, Physical Science, or equivalent qualification from a recognized institution
  • Management Course lasting not less than four (4) weeks from a recognized institution
  • Professional qualification and membership of Kenya Institute of Supplies Management (KISM) where applicable
  • Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya
