Job Description

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 165 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

Core Functions / Responsibilities:

In particular he/she will:

  • Act as the deputy regional FP for medical emergencies arising during the travel from the HAP and non-HAP implementing Country Offices (COs) in the region; provide advice to medical escorts and operational staff during such emergencies and coordinate actions with the sending, transit and receiving countries. Alternatively, respond to medical emergencies through a system of country FPs, in which case, create a contact list of FPs and instructions/SOPs for information flow. This responsibility covers medical movements for any programme, where the migrants travel under the auspices of the organization, such as resettlement, AVRR, humanitarian returns and others.
  • Assist with reviewing and following up on USRAP and non-US medical movements that are departing from Sub-Saharan Africa
  • Assist to provide clinical advisory and assist country operations in implementing protocols related to Medical Movements according to IOM regulations.
  • Assist to provide support, advice and guidance for preparation of medical movements from COs without HAP programmes.
  • Assist in reviewing SMC reports following HA for USRAP in Sub Saharan Africa region through MiMosa reporting tools, to identify cases requiring special attention and follow up, and communicating that with the country focal points and affiliate panel physicians.
  • Review and monitor medical conditions of departing refugees once ABNs have been generated.
  • Monitor the implementation of pre-departure evaluation and pre-embarkation checks for refugees and immigrants with refugee benefits traveling under IOM auspices according to the designated HAP protocols.
  • Monitor quality of medical escort reports through their regular review and feedback to the escorts, country MM FPs and Chief Migration Health Officers (CMHO). Disseminate best practices and lessons learned
  • Maintain accurate and updated data and statistics on medical movements from the region, including number and type of escorts, travel requirements and deferred cases.
  • Assist in the maintenance of the regional SOP and checklists pertaining to medical movement processes; review and provide inputs and guidance for development of country-specific SOPs
  • Perform a desk audit of a pre-defined proportion of medical movements in each country and provide feedback to the Regional MM.
  • While reviewing medical cases requiring assistance during the travel, contribute to quality control of the medical records. Provide feedback to concerned colleagues (physicians and nurses).
  • Follow up medical movement communications and address them when needed.
  • Review incident reports related to medical movements, and verify they are being fully addressed at the country level.
  • Perform other duties as may be assigned by the supervisors

Required Qualifications and Experience

Education

  • University degree in Medicine or related field from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, travel medicine and minimum of four (4) years of relevant professional experience, or
  • Master’s degree in the above fields with two years of relevant professional experience.

Experience

  • Minimum of four (4) years, post-graduation, (post internship) of continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context;
  • Experience in Migration Heath Assessments preferred;
  • Experience in reviewing complex medical cases and medical escorting;
  • Demonstrated progressive experience in health programme management;
  • Experience in project development, management and report writing;
  • Experience in migration health emergency response is an asset; and,
  • Experience in establishing partnerships with government institutions, health institutions and other partners.

Skills

  • Computer/software literate, preferably advanced skills in Microsoft software.

Languages

  • Fluency in both written and spoken English and Kiswahili is required. Working knowledge of other IOM official Languages is an advantage.
