Job Description

The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all

Duties and Responsibilities

Under the supervision of the Chief, Evaluation Unit, UN-Habitat, the Evaluation Expert will:

  • To assess the performance of the project in terms of achievement of the results at objective, expected accomplishment (outcome) and output levels;
  • To assess the relevance, efficiency, effectiveness, sustainability, impact and coherence of the project in improving conditions of the target communities in terms of flood resilience building;
  • To assess project management modalities, appropriateness of partnerships, working arrangements, adequacy of resources and how these may have impacted on the effectiveness of the project;
  • Assess the how the Covid-19 affected the performance of the project
  • To assess how cross-cutting issues such as gender equality, youth and human rights were integrated in the project;
  • To identify lessons learned and make strategic, programmatic and management recommendations on what further needs to be done to effectively promote and improve flood resilience in Ulaanbaatar city.

Requirements

Qualifications/special skills

  • Advanced academic degree in Political Sciences, Project Management, International Development, Program Evaluation, Statistics, Communication, Information Technology, Urban Planning, Economics, Sociology or another relevant field is required.
  • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 7 years of project management experience in results-based management working with development projects/ programmes is required Extensive evaluation experience.
  • The lead consultant should have the ability to present credible findings derived from evidence and prepare conclusions and recommendations supported by the findings is required.
  • Knowledge and understanding of UN-Habitat mandate, operations and experience of regional/ multi-country projects is desired.
  • Knowledge and understanding of Adaptation Fund operations and strateg is highly preferred
  • Knowledge in climate change issues is desired

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.
