Summary

  • The Finance and Administration Director will have overall responsibility for the financial management of the USAID/ACCESS project. This will include the use of online accounting software to enter financial data, prepare project budgets, and develop internal and external financial reports. This position may also oversee administrative and operational functions such as procurement, logistics, budgeting and forecasting, grants management, and other financial tasks, ensuring that systems and procedures are in place for the operation of the project in a strong financial control environment. The Finance and Administration Director will ensure that the project is complying with all USAID rules and regulations and satisfies on a timely basis all of USAID’s financial reporting requirements. The position will oversee any financial and administration assistants and will be under the supervision of the Project Director.
  • The position is subject to the availability of funds and approval by USAID. This position is remote, and can be based in any country that IntraHealth is registered in.

Duties and Responsibilities

  • Provide financial management and administration of the cooperative agreement and management support and oversight in the implementation of project activities in line with USAID and IntraHealth guidelines.
  • Ensure accurate and timely financial information is presented to USAID, including project expenditure analysis.
  • Oversee financial controls, operational systems, and compliance activities for the project and with partners.
  • Provide leadership during project start-up regarding operations, logistics, accounting, and staff administration.
  • Lead partner and sub-grantee engagement and management process, including:
    • Oversee partner and sub-grant cycles from pre-award to close-out, including solicitation processes, pre-award, award, monitoring, and close-out of sub-grant based on donor regulations, policies, and procedures.
    • Respond, as needed, to issues that arise, including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audits (financial and performance) findings.
    • Provide capacity building support to partners and sub-grantees as needed to manage donor funding in accordance with standard procedures and policies.
    • Enhance sub-grantees compliance to donor, host country, and IntraHealth policies.
  • Oversee project operations, procurement, logistics, and supply chain support for project supplies, commodities, and equipment.
  • Ensure HR and performance management systems and procedures are in place and well documented and adhered to.
  • Lead project budget development for annual work planning and ad hoc budget requests.
  • Supervise administrative, operations, and financial and grants staff.
  • Support the establishment of technology systems and operational facilities to support programming.

Education & Experience

  • A post-graduate degree in accounting, business administration or a related field from an accredited university or training school is required.
  • Certified Public Accountant (CPA) or equivalent certification preferred.
  • A minimum of 12 years of progressively responsible professional experience in accounting and finance with experience in USAID-funded projects and overseeing USAID rules and regulations, is required.
  • A minimum of five years of supervisory experience.
  • At least 10 years of experience in the successful financial and administrative management of international projects of similar scope and size.
  • Experience managing local grantees and/or subcontractors.
  • Ability to coordinate as needed with host-country counterparts.
  • Experience using an ERP system or at minimum accounting/GL modules is required. QuickBooks online versions is an advantage. Proven ability to handle computer tools and software such as Windows, Word, Excel (with ability to create PIVOT tables and use various formulas and commands for financial data sorting and analysis), Access, PowerPoint, and other financial management computer systems.
  • Proficiency in English and strong written and oral communication skills.
