Job Description

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

SUMMARY

  • The purpose of a Finance Coordinator is to implement delegated area of responsibility and support programme/project partnerships & localization.
  • The Finance Coordinator reports to the Finance Manager.

RESPONSIBILITIES

Generic responsibilities 

  • Implement NRC’s systems and procedures.
  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
  • Prepare and submit reports and analysis
  • Ensure proper filing of all support documents
  • Ensure that the accounting, monitoring, and reporting are according to procedures
  • Support project partner staff in financial matters

Specific responsibilities 

  • Ensure proper financial and accounting system with strong internal control systems are place for partner organizations.
  • Consolidate financial reports, fund requests and budget amendments in a timely manner for the partners.
  • Through monthly visits to partners, monitor project expenditures, provide technical support, identify risks and suggest mitigation measures.
  • Review and monitor budgets for all partners to support financial stability, efficiency, and value for money.
  • Be the focal point for review and provide technical guidance/support to partners for budget preparation, budget revisions and occasionally participate in any such meetings to foster compliance and address any financial issues arising from both NRC and partners.
  • Ensure that all procurements, payments, and other transactions at the partner level are in line with donor financial guidelines, rules and regulations for procurement, accounting, and reporting
  • Coordinate the audits with the partner as per the donor requirements.
  • Keep the management informed about the progress and identifies risks at partner level.
  • Any other duties assigned by the Finance Manager

QUALIFICATIONS

  • University degree in Accounting and Finance
  • Certified Public Accountant (CPA II), or equivalent
  • 3 years’ experience from working as a Finance Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Solid knowledge of computer software and modern accounting systems
  • Experience working with Partners is an added advantage
