The Opportunity

Abt Associates seeks a Financial Protection and Inclusion Officer to join the USAID-funded Kenya Health Equity Resource Optimization (HERO) project. In this role, you will be responsible for successful quality technical execution of project activities at the regional level.

Core Responsibilities

  • Lead the implementation of financial protection and inclusion activities at the sub national level.
  • In collaboration with the Social protection Lead and M&E Lead, support social protection monitoring and evaluation activities at the county level.
  • In collaboration with the Social Protection Lead, support development of identification and targeting tools for inclusion of vulnerable groups into financial and social protection programs.
  • Support provincial HERO teams on adaptation and use of targeting tools at county levels.
  • Support counties with technical guidance to build their capacity to deliver and manage social protection programs.
  • Establish and maintain relationships with key implementing partners, including government agencies, private sector partners, and international donors, to facilitate efficiency and demonstrate project impact at the county level.
  • Support the documentation of learnings from social protection and inclusion activities implemented by the HERO project.

What We Value

  • Bachelor’s degree in social studies, international development, health economics, health insurance, policy, business management, public health, or related field.
  • Demonstrated experience supporting social protection and strengthening at the sub national level in Kenya and/or East Africa preferred.
  • At least five years’ experience working with county governments.
  • Previous programmatic work with USAID-funded, or other large donor activities is highly preferred.
  • Broad technical understanding of Kenya’s social protection system.
  • Demonstrated success in building, managing, and maintaining effective working relations with key county stakeholders.
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of local partners and stakeholders. Experience with capacity building of local partners considered desirable.
  • Reputation for professional excellence including outstanding strategic planning and management skills.
  • Exceptional communications and presentation skills (oral and written).
  • Demonstrated team player with effective cross-cultural interpersonal skills.
  • Ability to resolve sensitive and complicated work issues with senior high-level county counterparts, donor representatives and senior-level staff.
  • Advanced professional proficiency in English and Kiswahili.
