The ideal candidate is a senior finance and transaction leader with demonstrated deal closure in frontier markets, strong DFI engagement capability and the practical judgment to build systems that work in a fragile-state operating environment.

Deliverables

• Lead a capital-raising strategy, investor pipeline, information memorandum, data room and term-sheet or mandate process.
• Build an integrated lender-grade financial model with asset-level modules, DSCR, covenant, liquidity, FX and stress-test analytics.
• Implement lender-ready finance governance, including treasury policy, cash waterfall, delegations, reporting calendar and board KPI packs.
• Design HoldCo–AssetCo SPV structures, supporting agreements and implementation plan with external legal counsel.
• Train the internal finance team and deliver a documented handover package.

Requirements

Experience Required

• Senior CFO, VP Finance or equivalent leadership with ten or more years in relevant roles.
• Blended-finance transaction and DFI/impact-investor engagement experience.
• Frontier-market finance, governance and capital-raising delivery.

Technical Requirements

• Three-statement and project-finance modelling, DSCR and covenant analytics.
• Treasury, cash waterfall, SPV/HoldCo structuring and investor data-room management.
• IFRS and risk management in USD-dominated frontier markets.

Language Requirements

• Fluent English — essential.
• Somali or Arabic — preferred, not a hard requirement.

Soft Skills

• Comfortable with a highly autonomous advisory CFO mandate.
• Able to work across investors, management and a lean finance team.
