Job Description

Drugs for Neglected Diseases initiative (DNDi) is an independent, not-for-profit drug development initiative established in 2003 by five publicly-funded research organizations – Malaysian Ministry of Health, Kenya Medical Research Institute, Indian Council of Medical Research, Oswaldo Cruz Foundation Brazil, and the Institut Pasteur – as well as an international humanitarian organization, Médecins Sans Frontières. The UNICEF/UNDP/World Bank/WHO’s Special Programme for Research and Training in Tropical Diseases (TDR) is a permanent observer. With a robust portfolio, DNDi aims to develop new, improved, and field-relevant drugs for neglected diseases, including leishmaniasis, human African trypanosomiasis (sleeping sickness), Chagas disease, malaria, filarial diseases, paediatric HIV, mycetoma, and hepatitis C that afflict the poorest populations of the world.

Purpose of the position

  • The HR Manager contributes to DNDi mission in general and to the Eastern Africa Office in particular through effective HR function and best practice that supports high-quality organizational results through high-performing, motivated staff: employee relations, employee engagement, fair and coherent compensation & benefits, performance and people management, learning & development, organizational culture as well as recruitment, within the East Africa region.
  • As an integral part of the Global HR Team, the HR Manager contributes to the DNDi’s People strategy and implementation of global initiatives and projects in the region, ensuring equal treatment and opportunity for all DNDi’s staff.
  • The role is part of the Senior Management Team of DNDi Eastern Africa Regional Office whose main role is to support top management in decision making and implementation of organizational strategies and policies.

Specific Job Responsibilities

  • Develop and manage implementation of the local HR strategy & initiatives.
  • To participate in the development of HR annual Action Plans and be the custodian to the EARO HR Action Plan.
  • Provide HR advice and support to the Senior Management of East Africa Region.
  • Manages recruitment and position changes throughout the region, as well as induction of new staff/ contractors by developing respective induction plan.
  • Manage all HR related day to day operations, including maintaining the org charts, job descriptions, preparation of contracts for consultants and staff members and associated responsibilities.
  • Support teams in the development of new employee job descriptions and consultant Terms of Reference and ensure updates and alignment with DNDi’s policies.
  • Manages the annual salary and benefits review process to ensure coherence and alignment with the local markets, employment regulations and with DNDi’s policies.
  • Coordinates the annual performance appraisal process, via coaching the staff and managers and ensuring alignment with DNDi policy. Establish and update standards and policies in accordance to DNDI’s global HR framework, ensure tools / mechanisms / processes are in place for proper follow-up and ensure good ownership by the team
  • Champions effective employee relations, by undertaking all necessary consultations and negotiations with staff on personnel issues to ensure that harmonious relationships and effective communication is maintained between management and staff.
  • Oversee efforts made to maintain positive and creative dynamics within the teams, by providing HR support in managing performance issues, grievances, interpersonal conflicts, exit procedures etc.
  • Data management: maintain employee information for tracking and reporting purposes. Support regular assessments under guidance from Director of HR & Organization and Head of HR & Organisation, to ensure that regional remuneration/benefits packages are coherent and aligned with the regional/international markets and with DNDI’s policies and local labor regulations.
  • Supervise the Administration Officer who oversees HR administration (e.g., contracts, holidays, general work permit issues, benefits etc.) to ensure effectiveness and accuracy in implementation and execution.
  • Lead on implementation of Human resource Information System for the region and manage / operate other HR tools. Act as a go to person for the tools in the region, resolve issues for staff members. To manage staff payroll ensuring salaries are paid on time and all requisite income tax are paid and filed as per legal requirements.
  • Oversee management of welfare benefits and insurances.
  • Responsible for staff wellbeing and maintaining a safe working environment. Maintains harmonized HR policies, procedures and systems conforming with the laws of the region and ensure they are adhered to by all staff.
  • To provide regular advice on local regulations/issues, ensure compliance and reports on HR management as may be required.
  • To participate in efforts geared towards improving the effectiveness and efficiency of operations in accordance with the policies and procedures as laid down in the organization’s Quality Manual.
  • Participate as an active member of the Global HR team; provide input to meetings, discussions, and in case necessary liaise with colleagues in DNDi Offices regarding HR issues.
  • To work closely with the Global HR Team to ensure that the regional HR strategy is aligned to DNDi HR objectives and standards.

Reporting line

  • The HR Manager reports to Regional Operations Leader – EARO
  • Dotted reporting line into the Head of HR & Organisation.

  • Works with several teams, and every department in the East Africa Office.
  • Works with global HR teams
  • This role has a representational role through the promotion of programs and maintain productive relationships by projecting the image of a credible partner.

Experience

  • Minimum 6 years’ relevant experience in which at least 4 years at Senior Officer level
  • Proven ability to work effectively in a team environment and matrix structure.
  • Experience of working in public and private sector is highly desirable.
  • Working knowledge of HRIS system is highly desirable.

Education

  • Advanced post graduate degree or graduate degree in HR or related field with equivalent in experience to reach Master level.

Other Requirements

  • Fluency in English
  • Proficiency in local languages desirable
  • Very good knowledge of Microsoft Suite
