Job Description

The United Nations Development Programme (UNDP) is the United Nations’ global development network. Summary

The selected candidate will work as an integral part of the OCHA ROSEA team and will also support the ROSEA Emergency and Preparedness (EPR) Unit on humanitarian operational coordination and implementation of preparedness actions as needed.

Key Duties and Responsibilities : 

  • Under the supervision of the Head of the ACA Unit and within the limits of delegated authority, the NOA will be responsible for the following duties:
  • Deploy on humanitarian surge and support missions
  • Deploy on humanitarian surge and support missions in Southern and Eastern Africa to support access and civil-military coordination (CMcood).

Provide Access and Analysis support:

  • Support the development of regional and country-specific access products (e.g. snapshots, maps, reports, Access Monitoring and Reporting Frameworks (AMRFs) etc);
  • Support monitoring, analysis, and reporting on conflict and political dynamics with a potential impact on humanitarian access.
  • Participate in working groups, meetings, conferences, and consultations with regional and country partners on humanitarian access-related matters.
  • Support the ACA team in engagement with armed actors, governments, communities, and partners, including on negotiations and advocacy.
  • Support training activities on access-related issues.
  • Provide CMCoord support
  • Support the engagement with militaries and military institutions in Kenya and the region, including providing training, in support of OCHA regional engagements and country offices/HATs.
  • Support CMoord coordination and analysis
  • Support the organization of regional and in-country CMCoord trainings for humanitarian and military actors.
  • Support the development of CMCoord guidelines at the country level as needed.
  • Build strategic partnerships on Humanitarian Access, CMCoord and Analysis
  • Maintain a network of contacts among key stakeholders, including non-government authorities and the humanitarian community.
  • Establish and maintain contacts with access focal points of other UN agencies and NGOs.
  • Carry out any reasonable duties and responsibilities within the overall function, commensurate with the grading and level of responsibilities of the post.
  • Perform other duties in support of the OCHA ROSEA work plan as required

Qualifications:

Education:

  • Master’s Degree preferably in Political or Social Science, Law, International studies, or other relevant area is required.
  • A first-level university degree in the field of humanitarian affairs or any other related field, in combination with 2 years of additional relevant and qualifying experience will be accepted in lieu of the advanced university degree.

Experience:

  • Up to two years of relevant progressively professional responsible experience in humanitarian affairs roles (especially those dealing with Humanitarian Access, CMCoord, Analysis, or Protection), or other related areas is required.
  • Experience supporting access negotiations is desirable.
  • Experience supporting civil-military coordination with the UN, or experience in the military forces dealing with major humanitarian operations, is desirable.
  • Experience working with a UN organization, NGO, or civil society organization is desirable.
  • Knowledge of social, political, and economic conditions in the Southern and/or Eastern Africa region is desirable.

Language requirements 

  • Fluency in written and spoken English is required. Knowledge of French and/or Arabic is an asset.
