Job Description

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.

Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Cluster Coordinator (CCCM), the Information Management Officer (CCCM Cluster) will be responsible for coordination and implementation of information management activities in relation to IOM’s humanitarian response in the country.

The ability to collect, collate, analyse, disseminate, and act on data pertaining to the protection and welfare situation of camp residents is fundamental to effective intervention. To support operational and strategic decision-making, shared standards and common approaches are essential. These facilitate the delivery and monitoring of assistance and enable gap analysis to determine priorities.

The Information Management Officer (CCCM Cluster) supports the Camp Coordination and Camp Management (CCCM) Cluster by:

  • Providing technical and process support for programmatic information management that informs cluster members and partners in their programming, including emergency and crisis preparedness, response, and recovery;
  • Working in close coordination with cluster partners and their IM at subnational and national levels to assist in ensuring the overall protection and welfare of the displaced population living in IDP sites;
  • Facilitating evidence-based actions, gap-filling, and sound coordination; and,
  • Helping to enhance the accountability, predictability, and effectiveness of CCCM Cluster actions.

Core Functions / Responsibilities:

  • Support cross-Cluster information management and analysis at the strategic level; act as the CCCM Cluster focal point to facilitate linkages with all Cluster stakeholders.
  • Support and strengthen field assessment mechanisms through the development, adaptation and dissemination of information management tools that meet Cluster needs.
  • Develop templates, catalogues and style guides for general map production; provide sector-specific maps and graphics on a regular basis that aid forward planning as well as impact analysis.
  • Ensure application of appropriate information technology for maintenance of CCCM Cluster partner lists (e.g., through Google Groups) and archiving of information recognising limitations in connectivity.
  • Promote and facilitate the use of inter-operable technologies among CCCM Cluster partners.
  • Provide CCCM Cluster partners with information and guidance for the development and improvement of their organizational information management methods, processes and systems that align with CCCM cluster’s requirements.
  • Implement adequate monitoring mechanisms to review impact of the cluster and progress against implementation plans.
  • Follow up with Cluster partners for the provision of timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making.
  • Ensure adequate reporting and effective information sharing amongst all partners; disaggregating data by age, gender, and other traits; provide information outputs in the local language whenever feasible.
  • Develop simple, user-friendly CCCM Cluster reporting formats in consultation with the local authorities, CCCM Cluster Coordinators, CCCM Camp Management Organizations, camp service providers and other key stakeholders; these reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups.
  • Develop training modules and deliver training to Cluster Partners on reporting mechanisms, including data collection, analysis and dissemination.
  • Participate in Inter-Cluster Information Management Working Group and other relevant working groups. Support liaison with external partners.
  • Support and enforce data confidentiality guidelines adopted by the CCCM Cluster to protect sensitive data.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in emergency and recovery humanitarian operations and direct work with the humanitarian cluster systems, and CCCM technical guidelines, standards, and indicators;
  • Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products;
  • Experience in the development and management of database applications;
  • Experience in advanced data visualization and information design skills; and, Prior work experience with IOM or the UN System is an advantage.

Skills

  • In-depth knowledge of the latest technological developments in information technology and information system;
  • Demonstrated understanding of different data collection methodologies;
  • Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high quality reports;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa;
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Advanced data visualization and information design skills;
  • Ability for leadership in the context of partnership building and consensual decision making; and,
  • Ability to deliver technical training to different audiences.

Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of Somali or Arabic is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
