Job Description

Amref Health Africa in Kenya is the country programme office of Amref Health Africa, Africa’s largest International Health NGO. This is the largest and oldest country programme in Africa with an average annual budget of USD 40million

JOB PURPOSE

The Key Populations Field Officer works closely with the HTS team, other DIC staff and MOH staff, and reports to the DIC Coordinator. With the support of the DIC coordinator, you will coordinate field related activities with the SCASCOs, other government officers and stakeholders at the County and Sub-County levels. Acts as liaison person between the community and the program team.

DUTIES AND RESPONSIBILITIES:

  •  Provide overall coordination of project outreach activities within your area of coverage.
  •  Ensure the project adheres to the national guidelines during service provision and maintains quality.
  •  Ensure outreaches are integrated to reach a minimum package of services to beneficiaries
  •  Provide coordination of peer education recruitment and ensure good representation of PEs in the project sites.
  •  Facilitate mobilization and enrollment of key populations for service uptake at DICE and during outreaches.
  •  Supports HTS team to ensure all HIV positive KPs are put on Care and treatment.
  •  Coordinate and/or facilitate health education sessions to target populations.
  •  Facilitate the provision of structural interventions including GBV response, linkage to social services and promote alternative livelihoods for KPs.
  •  Make appropriate referrals for on-going support e.g. Home Based Care, PMTCT, CCC and TB Clinics. This includes follow up/tracking of the referral cases.
  •  Ensure documentation of all relevant community tools and registers
  •  Ensure maintenance of adequate commodities e.g. condoms, lubricants etc.
  •  Compile and submit timely reports to the supervisor and in the correct templates
  •  Participate in routine data quality assessments monitoring and quality improvement a
  •  Captures and shares success stories, lessons learnt, challenges and best practices promptly to inform program decisions.

MAJOR/PRIMARY ROLES & RESPONSIBILITIES

CLINICAL

  • Ensure demand creation for service uptake
  • Ensures 100% linkage of HIV negative clients to prevention interventions & positive clients to care and treatments
  •  Work with the HTS department to strengthen timely intra facility linkage of the key population
  • Prompt referral of clients & 100% timely tracking of clients and reports at the Dice

DOCUMENTATION

  • Ensure Coordinated daily updating of the registers in the Dice

QUALITY IMPROVEMENT

  • Participate in monthly QI meetings within the Dice.
  • Work together with M&E in conducting 100% Data audit/review within the Dice and ensure synchrony of data.

CAPACITY BUILDING

  • Participate in monthly continuous medical education (CME) to staff within the facility / DIC

Management

  • Routine coordination of Peer educator’s operations

Requirements

Education and Professional Qualifications:

  •  Diploma Holder in Counselling, Psychology, Community Health, HIV Testing Services, HIV Management, Social Sciences or other related fields.
  •  Holder of a NASCOP Certificate in HTS Provision.
  •  Training in Peer Education, BCC or HIV & AIDS is added advantage
  •  Two years relevant work experience in HIV prevention / KP programming
  •  Experience working in Turkana is an added advantage
