Job Description

United Nations and regional organizations; provides administrative and other support services to the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat); provides joint and common services to other organizations of the United Nations system in Kenya, as applicable; and manages and implements the programmes of administration, conference services and public information and provides security and safety services for United Nations staff and facilities in the United Nations Office at Nairobi.

Result of Service

  • Concept note, agenda, theoretical lectures, self-study, group work and practical exercises for the workshop developed.
  • One (3-day) joint specialized training on investigation and prosecution techniques on TiP and SoM delivered in Ethiopia.
  • Workshop reports available.
  • assigned countries on the investigating and prosecuting TIP and SoM cases and on illicit financial flows Anti Money Laundering and cyber-crime related to TiP& SoM.
  • Concept note, agenda and meeting content developed
  • One (2-day) bilateral meeting between Ethiopia and Djibouti Police on Border security management successfully conducted
  • Bilateral meeting report available
  • Strategic and operational advice to staff of the specialized units against TIP and SOM in Ethiopia provided.
  • Assessment on TIP and SOM case management system conducted
  • Mentoring, advisory and case management system assessment reports available.
  • Mentoring plan for specialized Unit in Puntland developed in liaison with the Anti-trafficking Unit authorities in Puntland, Somalia.

Duties and Responsibilities

  • Develop workplan on the overall assignment in coordination with UNODC.
  • Provide continued advice to and develop the capacity and competence of the specialized Anti-Human Trafficking and Smuggling of Migrants Units in Djibouti, Ethiopia and Somalia.
  • Facilitate bilateral meetings between Ethiopia, and Djibouti and Kenya Police on cooperation on cross border security management related to TIP and SoM
  • Deliver and/or co-facilitate specialized trainings to law enforcement and prosecutors in the assigned countries on the investigating and prosecuting TIP and SoM cases and on illicit financial flows Anti Money Laundering and cyber-crime related to TiP& SoM.

Requirements

Qualifications/special skills

  • Advance university degree in criminology, law, political sciences, sociology or related discipline is required; a first-level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
  • A minimum of 10 years of relevant work experience in the field of trafficking in persons and smuggling of migrants is required.
  • Experience in training/mentoring law enforcement officers and/or other criminal justice officials in matters relating to the investigation and prosecution of human trafficking, migrant smuggling and other related transnational organised crimes is required.
  • Experience in planning and producing interactive training materials and tools is required.
  • Experience working with criminal justice practitioners is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage
