Job Description

The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years.

For appointment to this grade, a candidate must have:-

  • A Bachelors Degree in Law from a university recognized in Kenya;
  • Have a post graduate Diploma in Law from the Kenya School of Law; and
  • Have been admitted as an Advocate of high court of Kenya.

Duties and Responsibilities

Duties and responsibilities at this level will include:-

  • Compiling and collating data from MDAs on legislative proposals;
  • Preparing information Education and Communication (IEC) materials on national Legislation formulation, implementation, monitoring and evaluation;
  • Sensitizing MDAs on guidelines, procedures and processes for formulation of National Legislation;
  • Conducting monitoring and evaluation on implementation of guidelines for formulation of National Legislation;
  • Preparing report on implementation of guidelines form formulation of National Legislation;
  • Tracking the status of Development of Legislative Agenda and Legislation proposals by the MDAs;
  • Preparing of consolidated periodic Reports on the Legislative Agenda and Legislation proposals development status by The MDAs;
  • Implementing tools for monitoring and tracking Legislative development processes; and
  • Monitoring the status and quality of data in the Legislative Agenda Tracking Information system.
