Logistics Officer – Fleet & Asset Management

THE OPPORTUNITY

  • You will be responsible for planning, coordinating and overseeing fleet and asset management services across the Shared Services Centre. Also you will ensure efficient, safe, compliant and cost-effective management of vehicles, transport operations, fuel, organizational assets and related logistics services while ensuring compliance with Plan International policies, donor requirements and local regulations.

KEY RESPONSIBILITIES

  • Manage vehicle fleet operations, maintenance, repairs, data records, stock control, resource allocation, and driver supervision to ensure efficient and compliant fleet performance.
  • Manage fuel supply, usage, storage, supplier evaluations, market surveys, and compliance with fuel tariff regulations to ensure accountability, efficiency, and uninterrupted fleet operations.
  • Supervise, develop, and assess fleet staff and drivers, manage attendance and performance, conduct driving tests, ensure compliance with traffic regulations, and support driver recruitment and evaluations.
  • Maintain accurate asset records and inventory, oversee asset inspections, acquisitions, transfers, and disposals, and monitor asset utilization and movements to ensure accountability and effective resource management.
  • Oversee asset maintenance and repairs, coordinate service providers, implement preventive maintenance schedules, and manage maintenance budgets to ensure asset functionality, quality, and longevity.
  • Monitor asset movement and utilization, maintain tracking systems, generate reports, and ensure compliance with organizational and donor requirements.
  • Safeguard assets, conduct audits and physical verifications, ensure policy compliance, address security risks, and maintain asset management procedures.
  • Manage fleet documentation, supplier payments, vehicle allocation, accident administration, registrations, inventory reporting, and cost optimization to ensure efficient and compliant fleet operations.

You will therefore have a responsibility to adhere and enforce adherence of staff and associates within your sphere of responsibility.
  • You will be trusted to take on additional assignments within the scope of work as assigned by your supervisor on need basis.

What we are looking for:

  • Someone with a bachelor’s degree in Logistics and Supply Chain Management, Transport and Fleet Management, Business Administration, or a related field from a recognized institution. Candidates with a Diploma and technical qualification with extensive relevant experience in fleet and asset management may also be considered where such experience demonstrably meets the requirements of the role.
  • You should have professional certification or technical training in Fleet Management, Transport Management, Asset Management, Motor Vehicle Mechanics, or a related discipline is an added advantage.

Experience

  • At least 3–5 years of relevant professional experience in fleet, transport, logistics or vehicle management, preferably within an international NGO, humanitarian organization or similarly complex operating environment.
  • Demonstrable experience managing vehicle fleets, maintenance schedules, fuel consumption, vehicle utilization, driver performance and fleet documentation.
  • Experience working with fleet management systems such as FleetWave, TrackPoint or equivalent platforms.
  • Experience managing vehicle accidents, insurance claims, repairs and regulatory compliance.
  • Experience supervising drivers or other logistics personnel.
  • Experience working with outsourced workshops, vehicle service providers and other fleet-related suppliers.
  • Experience in fleet data analysis, reporting and cost optimization.
  • Experience managing organizational assets throughout their lifecycle, including asset registration, tagging, transfers, disposals, and physical verification.
  • Experience maintaining asset registers and conducting periodic asset audits.

Technical Skills

  • Strong knowledge of fleet management principles and vehicle maintenance practices.
  • Good understanding of Kenyan traffic, vehicle registration, insurance and transport regulations.
  • Strong Excel/data analysis skills, including the ability to analyse fuel consumption, maintenance costs, vehicle utilization and fleet performance.
  • Knowledge of 4WD vehicles and HF/VHF radio communication in field environments.
  • Ability to use fleet management and tracking systems.
  • Valid Kenyan driving licence, preferably with demonstrable experience driving 4WD vehicles.
  • Strong written and spoken English.
  • Strong planning, organizational, analytical and problem-solving skills.
  • Ability to work independently and under pressure in a multicultural and humanitarian environment.
  • Knowledge of asset lifecycle management principles.
  • Knowledge of fixed asset registers and inventory management systems.
  • Understanding of donor and organizational asset management requirements.
  • Excellent written and verbal communication skills in English.
