Job Description

The Central Bank of Kenya is a public institution established under Article 231 of the Constitution of Kenya, 2010. The Bank is responsible for formulating monetary policy to achieve and maintain price stability and issuing currency.

Job Purpose

The Manager, Security Systems is responsible for management of the Bank’s Security Systems in all the Bank premises/facilities. The role holder will be the overall coordinator and the Head, Security Services’s principal advisor on the Bank’s Security Systems. He/She will also be required to develop the capacity and operational effectiveness of Security Systems in the Bank, manage the Security System equipment, personnel and infrastructure, and develop programs for modernizing and reforming these systems from time to time.

Key Duties and Responsibilities

  • Responsible for Identifying, Coordinating and Installing the Bank’s Security Systems.
  • Management and maintenance of ISMS in the Bank to ensure all security systems are operating optimally.
  • Develop and review the Security Systems Policy, processes, and procedures in Bank.
  • Establish a dependable and secure security communication network between all Bank Security Units and Headquarters.
  • Direct specialized training programs for Security Systems Officers and Technicians, in cooperation with the Security Division training Unit and other relevant stakeholders.
  • Manage specialized technical, logistic and administrative requirements for Security Systems in coordination with Security units in Branches and Centers.
  • Carry out market research, Identify and present upgrade/enhancement proposals for management’s review for Security Systems to meet world-class security standards.
  • Monitor the performance standards and operational effectiveness of Security Systems in Bank and take effective measures to manage identified areas of concern.
  • In coordination with the relevant stakeholders ensure Bank systems availability and backups are maintained as per the expected standards for business continuity.
  • Management of staff performance, capacity building, coaching and engagement in the unit.
  • Initiate, facilitate and coordinate Security Systems sensitization and awareness programs for Bank staff.
  • Ensure and enforce a high level of discipline and high-performance culture in the team handling Bank’s Security Systems in accordance with the HR policy.
  • Timely provision of briefs and advice to the Head, Security Services on matters central to the Bank’s Security Systems.
  • Ensure the Bank policies, procedures and related legislations among other guidelines and principles are adhered to at all times
  • Any other duties and responsibilities as may be assigned by the supervisor.

Requirements

Qualifications

  • A Degree in Security Systems or related field from a recognised institution.
  • A disciplined force/service training qualification.

Work Experience

  • At least ten (10) years’ post qualification experience in the disciplined forces/security field with five (5) years in management of Integrated Security Systems in a corporate environment.

Knowledge and Experience in:

  • Conducting technical security vulnerability assessment and mitigation processes.
  • Operation of security systems including automated access controls and CCTV systems.
  • Conducting technical security and risk assessment/audit.
  • Surveillance and Monitoring & Technical security intelligence.
  • Risk Management-experience in identifying sectional risks, developing mitigating measures and monitoring mechanisms.
  • Report writing skills -ability to develop periodical technical security reports.
  • Budgeting and planning skills.
