Job Description

ROLE PURPOSE

The role will support the 3- year LEGO funded project whose goal is to contribute to an enabling policy and legislative environment that promotes integration of refugee teachers into the national Kenyan education system; by securing policy change across the following three outcome areas; strengthen policy frameworks and legislation, amplify teachers’ voices and engagement and increase financing for professional development for refugee teachers.

The Advocacy MEAL Advisor – is a key position that will contribute to the success of this project.  They will play a vital role in ensuring that our advocacy efforts are strategic, evidence-based, and effectively contribute to progress in the milestones of the project. Reporting to the Head of MEAL and dotted line to the Project Lead, the MEAL lead will provide overall MEAL leadership within the consortium and ensure to enhance quality, accountability and learning as well as ensuring smooth coordination and MEAL coherence across the programme.

This position is contingent upon donor approval and funding.

KEY AREAS OF ACCOUNTABILITY

Advocacy process monitoring and Impact assessment

  • Develop and implement a specialized monitoring and evaluation framework tailored to measure the process, impact and effectiveness of the project advocacy strategies and campaigns.
  • Collaborate closely with the project teams to monitor the project’s key performance indicators (KPIs) and milestones; and develop appropriate data collection tools aligned with the policy and advocacy objectives
  • Utilize key advocacy monitoring tools to monitor the changes in political will of key stakeholders towards projects

Data collection and analysis for Advocacy Outcomes

  • Lead the design and implementation of data collection methodologies that capture the nuances of the project outcomes, including changes in policies, public perceptions, and stakeholder engagement.
  • Analyse and interpret both qualitative and quantitative data to assess the success and challenges of advocacy initiatives.

Narrative and Visual Reporting

  • Generate compelling reports that showcase the narrative of our advocacy impact, including success stories, media mentions, and shifts in public discourse.
  • Utilize visual representations of data to effectively communicate complex advocacy outcomes to diverse stakeholders.

Learning and Adaptive Management

  • Take lead in conducting regular reviews of the project advocacy strategies and provide insights to enhance ongoing initiatives.
  • Facilitate learning sessions with advocacy teams, and stakeholders incorporating monitoring and evaluation findings to refine and adapt advocacy approaches.
  • Ensure that the project is adaptive and that new insights are used to influence decisions on project advocacy strategies

Partnership and Stakeholder Engagement

  • Work collaboratively with external partners and stakeholders including government to align monitoring and evaluation efforts with broader project advocacy objectives.
  • Foster a culture of mutual learning and shared impact among advocacy partners.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in a relevant field specifically; public policy, political science, social change
  • Demonstrated experience in designing and implementing monitoring and evaluation systems specifically for advocacy projects.
  • Demonstrated experience in process monitoring especially using strong advocacy tools to demonstrate progress in milestones
  • Proficient in using both qualitative and quantitative data analysis tools with a focus on advocacy process and impact measurement.
  • Strong understanding of advocacy strategies and their intersection with policy change.
  • Excellent communication skills, with the ability to distil complex advocacy outcomes into accessible narratives.
  • Experience working with advocacy-focused NGOs or similar organizations is highly desirable.
  • Skilled at communicating and influencing across relevant teams and offices.
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Proactive, self-driven and with the ability to work under very little supervision
