Job Description

Position Summary

Freedom House is seeking a Monitoring, Evaluation, and Learning (MEL) Coordinator for its programs in Kenya, Nairobi. The program aims to promote human rights, sustain emerging elements of civil society, and bolster civic capabilities to influence current and future political processes. The MEL Coordinator will collaborate closely with the Country Director and SHRI Program Manager to provide technical and management support for FH’s East Africa programs. This position will be based in Nairobi, Kenya, and will report directly to the Program Manager.

Principal Duties & Responsibilities

MEL Technical Leadership

  • Leads on monitoring and evaluation (M&E) tools and processes, including but not limited to: develop and operationalize a comprehensive M&E plan, establish PIRS and indicator tracking system, design measurement tools and reporting processes, and execute data collection, analysis, and reporting.
  • Collaborate with the HQ MEL Specialist and the Program Manager to ensure MEL processes align with Freedom House’s MEL standards.
  • Advise and support learning and evaluation activities, as stipulated in assigned MEL plans.
  • Provide training, coaching, and mentoring to CSO partners, ensuring their proficiency in implementing M&E activities and producing necessary information and reports.

Data Collection

  • Develop and update appropriate data collection tools as needed, including but not limited to surveys, questionnaires, rubrics, and interview guides.
  • Develop context monitoring indicators and establish a process for regularly collecting this data.
  • Conduct actor mapping and maintain an updated database of civil society organizations (CSOs).
  • Consistently seek out opportunities for beneficiary feedback.
  • Manage the collection of data as required in assigned MEL plans.

Data Management & Compliance

  • Establish a user-friendly, electronic information management system specifically tailored for the East Africa programs to effectively store, manage, and routinely update data and information.
  • Prepare and update agreed-upon indicators with USAID through the Performance Progress Report (PPR).
  • Ensure strict adherence to donor and HRSM M&E requirements and regulations.
  • Take ownership of data security, ensuring that personally identifiable information is stored appropriately and that data collection methods strictly adhere to security protocols.

Data Reporting & Usage

  • Conduct regular analysis of programmatic and context indicators and produce concise performance analysis reports as required.
  • Regularly update tracking tables for indicators in the assigned program portfolio.
  • Oversee the implementation of assessments and surveys in collaboration with HQ MEL staff to evaluate program activities and outcomes.
  • Lead regular pause and reflect sessions, after action reviews, and other CLA activities with program staff and relevant stakeholders to assess progress toward the program’s goals, objectives, and outcomes, and facilitate planning for improvement.
  • Ensure positive feedback loops between program staff, donors, and program beneficiaries.
  • Draft impact and lessons learned sections of quarterly reports based on MEL data.
  • The above responsibilities are subject to change based on programmatic need. MEL Coordinator will be expected to perform special projects and other duties as assigned.

QUALIFICATIONS

Education

  • Bachelor’s degree in social sciences, statistics or related field; Master’s degree strongly preferred;

Experience

  • Minimum 4 – 6 years of experience in designing, overseeing and implementing M&E systems and tools;
  • Technical Skills and Abilities:
  • Proficiency in MS Office Suite (especially use of Excel), proficiency in project management software, experience with statistical software a plus;
  • Strong ability to communicate effectively in English and Arabic, both verbal and written;
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations;
  • Ability to plan, organize, prioritize work, and multi task to meet tight deadlines;
  • Ability to consistently apply good judgment in problem solving and decision making;
  • Ability to apply interpersonal skills, collaborate with others, and successfully work as an effective team member;
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times.
