Job Description

Amref Health Africa in Kenya is the country programme office of Amref Health Africa, Africa’s largest International Health NGO. This is the largest and oldest country programme in Africa with an average annual budget of USD 40million.

Main Purpose of Job

To provide M&E technical expertise and support the programme in planning, monitoring, evaluation, accountability and learning (PMEAL) for factual and informed managerial decision making as well as provide M&E technical support Civil Society Organisation that Power to youth are working with and work in collaboration with partner B – NAYA.

PRINCIPAL RESPONSIBILITIES

M&E systems

  • Lead in strengthening M&E systems by supporting intervention in coming up with M&E plans and Log frames
  • Support intervention develop performance indicators and targets
  • Support intervention report on a timely and have complete reports
  • Support intervention report through AIMS and AITI on time and always updated
  • Make sure the reports are of high quality
  • Support in development of lobby and advocacy board report

Leadership and mentorship

  • Provide credible M&E leadership for Lobby and Advocacy projects, work closely with the PHE department program M&E and work closely with Partner B and other CSOs within the intervention
  • Conduct on-site and offsite mentorship M&E support to partner B, intervention staff, CSOS within the approved pathways of implementation
  • Lead in planning intervention monthly, quarterly review meetings for the Intervention
  • Technical M&E lead for Lobby and Advocacy projects in planning,  monitoring, evaluation, learning, accountability and proposal writing Data capture reporting
  • Take lead in intervention data capturing, collation, compiling and reporting using Monitoring tools to track project specific indicators and targets –
  • Coordinate reporting within Power of Youth programme and other lobby & advocacy projects
  • Facilitate donor reporting 100% on time and ensure quality reporting
  • Identify underperforming lobby and Advocacy intervention and work closely with the with M&E program manager to ensure they are supported

Quality improvement

  • Participate in quarterly CQI subcommittee meetings
  • Ensure and foster continuous improvement in quality in both Programme and Financial performance
  • Support lobby and advocacy projects set up and track QoS indicators
  • Quality assure project specific QoS indicators
  • Support projects to consistently report on quality
  • Support projects use QoS data to measure performance

Data Management & Quality Assurance

  • Take lead in ensuring intervention quality data mechanisms are in place during data capture and projects implementation
  • Support the intervention in develop data bases, data management SOP’s and guidelines
  • Provide support to projects to develop costed work plans for data management
  • Quality assure information that goes to the donor reports
  • Provide technical quality assurance for short term M&E consultancies

Programme Surveys

  • Take lead in intervention Surveys from start to the end
  • Organize and facilitate review meeting with intervention staff and partners and giving feedback on M&E activities
  • Review of Evaluation reports and giving feedback

Programme Development

  • Participate in intervention especially Lobby and advocacy proposal development, concept notes and budgets development working closely with Finance to plan activities
  • Monitor intervention development status and provide key strategic directions for growth

Knowledge Management

  • Support intervention implementation team to document and disseminate best practises, lesson learnt and human stories
  • Support documentation and dissemination of STOC’s
  • Work closely with partners, lobby and advocacy projects in developing abstracts and carry out research

Networking Relationship Management

  • Manage intervention integration strategy, synthesis and exchange visits during support visits.
  • Work in partnership with Partner B, CSOs and Netherlands PMLER in development, monitoring and evaluation of the program PLMER interventions

Other

  • Undertake other relevant duties assigned by the project manager and M&E manager

REQUIRED QUALIFICATIONS

Education and knowledge

  •  University degree preferably in Social Sciences, project management or a related discipline.

Experience

  •  At least 3 years relevant working experience.
  •  Must be conversant with the real-time reporting tools and systems, data analysis and visualization and Ministry of Health M&E tools and system.
  •  Experience working within the thematic intervention of; Gender, Equity and Social Inclusion (GESI); Social accountability and legislation/policy.
  •  Experience working with sub-grantees in Lobby and advocacy for performance-based model.
  •  Experience working in uploading AITI is an added advantage.
  •  Experience in developing real-time reporting tools and coordinating data collection/cleaning, processing and analysis.
  •  Experience and working knowledge with data analysis, analytics and visualization applications

Skills and Competencies

  •  Ability to interact skillfully and diplomatically with numerous counterparts, including donors, Ministry of Health officials, legislators, local partners and other NGOs.
  •  Coordination and supervisory skills.
  •  Excellent English verbal and written communication skills  Ability to work with a great deal of independence.
