National Recovery Coordinator – Uganda

Duties and Responsibilities

  • Inception Package & Work Plan: A fully developed and approved inception package outlining the methodology, stakeholder engagement approach, and a detailed, country-adapted work plan with clear timelines and milestones.
  • Uganda Recovery Readiness Diagnostic (Baseline Assessment): A comprehensive baseline assessment report analyzing Uganda’s policy, institutional, financial, and capacity landscape for resilient recovery, including gender and at-risk group considerations.
  • Stakeholder Mapping & Engagement Strategy: A validated stakeholder mapping and engagement strategy identifying key actors across government, private sector, and civil society, with specific attention to women and at-risk groups.
  • National Stocktake & Consultation Workshop Outputs: A successfully delivered national consultation workshop accompanied by a complete documentation package, including agenda, materials, and a report capturing validated findings and priorities.
  • National Recovery Readiness Roadmap: A finalized and government-validated roadmap outlining priority actions, financing considerations, and institutional roles to strengthen recovery readiness and “Build Back Better” implementation.
  • SME Resilience Capacity Building Package: A complete SME resilience training package, including localized materials, delivery of Training of Trainers and SME sessions, and analysis of pre- and post-training results.
  • Final Project Report & Knowledge Products: A consolidated final report summarizing results, impacts, and recommendations, accompanied by communication products such as briefs or web stories for broader dissemination. The Consultant will work under the overall supervision of UNDRR Programme Management Officer.

Qualifications/special skills

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, development, public finance, business administration, public policy, urban planning, management or the relevant field is required.
  • A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • Five (5) years of relevant experience in disaster recovery, public sector coordination, private sector engagement or disaster risk management is required. Knowledge of national systems related to disaster risk management and strong networks and communication skills is desirable.
  • Experience in research on disaster risk reduction related topics, in training or capacity building programmes, or in building and maintaining stakeholder networks is desirable.
