Kakamega County is one of the 47 counties in the Republic of Kenya. It borders Vihiga County to the south, Siaya County to the West, Bungoma County to the North and Nandi County to the East. The county covers an area of 3050.3 Km2 (Kakamega CDP, 2013). The altitude of the county is between 1,240 metres and 2,000 metres above sea level.

1. Human Resource Management and Development Officer

Job Summary

Requirements for appointment

For appointment to this grade, an officer must:

  • Be a Kenyan Citizen;
  • Have Bachelor’s Degree in Human Resource Management OR any related Social Science from a recognized University;
  • Have at least three (3) years’ experience in a Human Resource position in the public or private sector; and
  • Be a member of the Institute of Human Resource Management (IHRM) Kenya in good standing; and
  • Have a Certificate in computer application skills from a recognized institution.

Responsibilities

Duties and responsibilities will entail:-

  • Verifying information relating to recruitment, appointments, transfers and human resource management information systems;
  • implementing human resource decisions within existing rules, regulations and procedures;
  • collecting and collating data for assessing training needs;
  • preparing training projections;
  • preparing agenda and minutes for Human Resource Advisory Committee; and

2. Senior Human Resource Management and Development Officer

Job Summary

Requirements for appointment

For appointment to this grade, an officer must:-

  • Have served in the grade of Human Resource Management and Development Officer I or comparable position for a minimum period of three (3) years;
  • Have Bachelor’s Degree in Human Resource Management OR any related Social Science from a recognized University;
  • Be a member of the Institute of Human Resource Management (IHRM) Kenya in good standing; and
  • Have a Certificate in computer application skills from a recognized institution; and
  • Have shown merit and ability as reflected in work performance and results.

Responsibilities

  • initiating action on human resource management services in such areas as appointment, Promotion, payroll management, discipline, pensions, establishment and complement control;
  • verifying agenda and minutes for the County Human Resource Management Advisory Committee;
  • implementing human resource management and development decisions within existing rules, regulations and procedures;
  • preparing and compiling reports on the implementation of Performance Management Systems including Performance Appraisal Systems, Rewards and Sanctions Frame work and Human Resource Information Systems;
  • conducting training needs assessment;

3. Principal Human Resource Management and Development Officer

For appointment to this grade, an officer musti. Have Bachelor’s Degree in Human Resource Management OR any related Social Science from a recognized University;

  • Have served in the grade of Chief Human Resource Management and Development Officer or comparable position for a minimum period of three (3) years;
  • Higher Diploma in Human Resource Management from a recognized institution;
  • Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;

4. Assistant Director, Human Resource Management and Development

Job Summary

Requirements for appointment

For appointment to this grade, an officer must have:-

  • A Masters degree in Human Resource/Human Resource Management, Public/Business Administration, Government or any other relevant qualification from a recognized institution;
  • A Bachelor’s Degree in Human Resource Management OR any related Social Science from a recognized University;
  • Served in the grade of Principal Human Resource Management and Development Officer or comparable position for a minimum period of three (3) years;
  • Certificate in Senior Management Course lasting no less than four (4) weeks from a recognized institution;
  • Certificate in Computer Applications skills from a recognized institution;
  • Be a member of the Institute of Human Resource Management (IHRM) Kenya in good standing; and

Responsibilities

An Officer at this level will be responsible for planning, organizing, administration and control of activities in Human Resource Units. Specific duties and responsibilities at this level will entail:-

  • coordinating Human Resource services in such areas as appointment, promotion, payroll management,
  • discipline, pensions, succession management establishment and complement control;
  • monitoring implementation of human resource management and development policies, rules and regulations;
  • analyzing utilization of Human Resources and advising on proper deployment;

  • monitoring and evaluating the impact of training programmes on performance and service delivery;
  • collecting and collating of performance management and Performance Appraisal System reports from State Departments ;

  • monitoring human resource management and development activities and coordinating the development of skills inventory in County Departments and Agencies;
  • collecting and collating information for formulation and reviewing of human resource management and development policies ,rules ,regulations and procedures;
  • administering the medical, mortgage, car loan And pension schemes; and

5. Animal Health Assistant III

Basic Salary Scale: Ksh. 21,500 x 1,000 – 22,500 x 1,030 – 23,530 x 1,050 – 24,580 x 1,070 – 25,650 x 1,080 – 26,730 x 1,110 – 27,840 x 1,130 – 28,970  p.m.

Terms of Service: Permanent and pensionable

Responsibilities

This is entry and training grade for certificate holders. An officer at this level will work under the guidance of a senior officer. Specific duties will entail:-

  • Carrying out simple treatment of animals;
  • Participating in disease search and reporting;
  • Demonstrating on milking techniques and external parasite control techniques such as dipping, spraying and dusting;
  • Carrying out vaccination;
  • Undertaking closed castration, dehorning, de-worming, disbudding, docking, debeaking and hoof trimming; and
  • Any other lawful duties that may be assigned from time to time.

Requirements for Appointment

For appointment to this grade, a candidate must:-

  • Be a Kenyan Citizen;
  • Have a Certificate lasting not less than two (2) years in any of the following disciplines: Animal Health or Animal Health and Production from a recognized institution;

6. Assistant Health Records and Information Management Officer III

No of Positions: 20

Short summary of the job: This is the entry and training grade for this cadre.  An officer at this level will work under the guidance of a senior and experienced officer

Remuneration Package (Consolidated package):  – Ksh.50,000

Responsibilities

  • receiving and documenting patients at hospital reception;
  • registering and booking appointment for patients to clinics and consultants;
  • storing and retrieving medical records documents; preparing clinics;
  • updating bed bureau;
  • editing of patient case records; gathering data from different sources;
  • capturing data from service points; maintaining record safety and confidentiality; storing and retrieving medical records;

  • • Sensitizing the community on matters of health, water and environment, roads and infrastructure, education, governance, agriculture or any other devolved function;
  • • Identifying and reporting on areas/cases prone to alcohol, drug and substance abuse;
  • • Notifying relevant authorities on cases/issues of likely conflict in the area of jurisdiction;
  • • Creating awareness on relevant statutory registration and other emerging issues;
  • • Encouraging participation of locals in socio-economic development activities;
  • • Collecting community data and statistical information relating to population and demography, social amenities and facilities, state of roads, agriculture and livestock production, culture and heritage; and
  • • Any other duties as may be assigned from time to time.

Requirements for Appointment

  • Be a Kenyan citizen;
  • Be in possession of Kenya Certificate of Secondary Education (KCSE) minimum mean grade C- (Minus) or its approved equivalent, with C (Plain) in English or Kiswahili from the Kenya National Examination Council (KNEC);
  • Have a Certificate in any of the following fields: Education, Mass Communication, Public Administration/Management, Social Work/Welfare, Community Development, Disaster Management or equivalent qualification lasting not less than six (6) months from a recognized institution;
  • Have a Certificate in Computer Applications from a recognized institution;
  • Be a resident of the particular Community Area stated Above;
  • Have high integrity and command respect; and
  • Possess excellent communication skills.

9. Medical Laboratory Technologist III

Responsibilities

  • Coordinating provision of laboratory services in a number of units/sections;
  • Preparing work plans and programs for laboratory activities;
  • Submitting samples to reference laboratories and institutes for further analysis;
  • Preparing laboratory manuals and quality specifications;
  • Supervising safe laboratory waste disposal;
  • Carrying out efficacy tests; Initiating requisition proposals and undertaking technical evaluation for laboratory supplies/equipment; and
