For appointment to this grade, a candidate must:

  • Have a Bachelor’s Degree in any of the following disciplines: – Economics, Statistics, and Project Management, Monitoring & Evaluation or its equivalent qualification from a recognized institution.
  • Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
  • Have a minimum of five (5) years relevant work experience


  • Have served in the grade of Senior Economist for a minimum period of three (3) Years;
  • Be a member of a relevant professional body and in good standing;
  • Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
  • Have demonstrated professional and administrative competence as reflected in work performance and results;
  • Knowledge in ERP system will be an added advantage;
  • Have proficiency in computer application skills; and
  • Fulfill the requirements of Chapter six of the Constitution.

The duties and responsibilities of the officer will entail: –

  • Developing and Reviewing the Council’s Strategic Plan;
  • Undertaking economic reviews of the council projects;
  • Providing guidance and advisory support to council sector stakeholders;
  • Preparing Terms of Reference for Economic Surveys and facilitating implementation of related recommendations;
  • Establishing and maintaining linkages with Consultants and other Stakeholders on economic matters;
  • Undertaking the preparation of annual plans for the Council’s and realigning it to the budget;
  • Undertaking economic analysis of investments, programmes and projects;
  • Implementing the Council’s plans and performance contract; and
  • Undertaking the preparation of annual work programmes and budgets for council planning and development
  • Monitoring and evaluating of Council’s Strategic Plan, Performance Contract and Workplan;
  • Development of Departmental Work plan and Budget;
  • Prepare periodic reports
