Job Description

The University has a unique history that has evolved through different educational phases. It was started in April 1929 by a British Colonial farmer cum educationist by the name William Thomas Alfred Levet. The Institution was by then a whites’ only primary school with a large farm, which was sold to Guy Bullen in February 1959.

REMUNERATIVE PACKAGE FOR THE ADMINISTRATIVE POSITIONS

  • Job Title : Principal Human Resources Officer – Grade AD 12
  • Basic Salary:Kes. 108,714 – Kes. 155,461 per month
  • Other Allowances: As provided for in the terms of service.
  • No. of Vacancies :One (1) for each Specified Area of Specialization
  • Terms of Service : Successful candidate will be offered the adjacent remuneration package on three (3) years’ contract renewable subject to satisfactory work performance.

DUTIES AND RESPONSIBILITIES:

  •  Supports the Human Resource Manager in the development and implementation of human resource policies in line with University policy development guidelines and statutory legislations and regulations to fulfill the mission and vision of the University.
  •  Supports the Human Resource Manager in staff recruitment in line with approved budget allocations and staff establishments in order to manage the wage bill.
  •  Supports the Human Resource Manager in planning staff training through staff training needs assessment and subsequent sourcing of trainers either internally or externally to ensure staff are operating at competent optimal performance levels.
  •  Supervise staff in the main/personnel registry to ensure safe custody of documents and proper filing of documents is done.
  •  Implement human resources functions in line with developed human resource policies to ensure processes and procedures are followed to achieve the departmental mandate.
  •  Facilitate staff welfare programmes by referring to the relevant governing documents
  •  Prepare the University human resource updates and reports using appropriate analytical tools.
  •  Sit and participate as a representative member in staff recruitment, staff training, disciplinary, terms of service, collective bargaining agreements committees in absence of the Human Resource Manager through deliberations on set agendas to achieve the respective set agendas.
  •  Assist to plan and execute daily work schedules by accessing individual job descriptions and competencies to ensure accountability with regard to assigned tasks fulfillment.
  •  Facilitate safe custody of documents pertaining to human resource functions for ease of retrieval.
  •  Prepare the departmental annual procurement plan through needs assessment and subsequent resource matching to ensure availability of resources in a timely and complete manner to facilitate achievement of the departmental mandate.
  •  Prepare the departmental budget through needs assessment and subsequent resource matching to ensure availability of financial resources in a timely and complete manner to facilitate achievement of the departmental mandate.
  •  Handle staff records relating to employees and dependents and subsequent forwarding to various service providers.
  •  Implement the process of staff salary and wage administration matters in line with employment contracts to ensure that staff are remunerated appropriately and on time.
  •  Organize all issues on Staff disciplinary matters as per terms of service in order to maintain law and order in the institution and provide a fair hearing to the concerned employee.
  •  Liaise with Human Resource Manager to determine work force needs in line with the approved staff establishment to ensure the University has the right quantity of competent employees for mission achievement.
  •  Liaise with Human Resource Manager to review/develop personnel policies through appropriate linkage channels to keep in line with current emerging issues.
  •  Assist in preparation staff induction and orientation programmes in line with administration manuals to create and enabling working environment for new employees.
  •  Implement the terms and conditions of service for all staff through implementation of relevant clauses as appropriate to ensure standardized administration.

  •  Develop staff welfare programmes by referring to the relevant governing documents to ensure welfare needs of University employees are met on time.
  •  Allocate work to subordinate staff in line with job descriptions and annual work plans to ensure all departmental tasks are carried out in a timely and complete manner.

REQUIREMENTS FOR APPOINTMENT:

For appointment to this position, a candidate must have:

  • Master’s Degree in Human Resource Management
  • Certified as a Human Resource Professional/Public Secretary (CHRP II/CPS II) or equivalent professional membership to Institute of Human Resource Management
  • At least nine (9) years in a Human Resource Management position, three (3) of which must have served at the position of a Senior Human Resource Officer or its equivalent in public or private sector;
  • Attended a management Course lasting not less than four weeks from a recognized institution.
  • Fulfilled the requirements of Chapter 6 of the Constitution of Kenya 2010
