Job Description

The Kenya National Examinations Council (also referred to as KNEC or the Council) was established in 1980 under the Kenya National Examinations Council Act Cap 225A of the Laws of Kenya. This Act (Cap 225A of 1980) was repealed in 2012 and replaced with KNEC Act No. 29 of 2012.

The duties and responsibilities of the officer will entail:

  • Implementing procurement strategies, policies, and procedures;
  • Implementing the annual procurement and disposal plans;
  • Providing secretariat services to committees incidental to the procurement of goods and services, and disposal of assets;
  • Ensuring procured goods, services, and works are as per specifications;
  • Raising purchase orders for goods works and services and forwarding for approval;
  • Initiating payment processing for goods, works, and services rendered and following up to ensure payment;
  • Carrying out market surveys to inform procurement decisions;
  • Preparing contract documents and contract modifications;
  • Maintaining, safeguarding, and archiving procurement documents and records;
  • Maintaining and updating the pre-qualified suppliers list and contract management register;
  • Coordinating suppliers’ performance appraisals.

Person Specifications

For appointment to this grade, an officer must have:

  • At least eight (8) years of cumulative relevant work experience, three (3) of which should have served at the supervisory level;
  • Master’s Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option), or equivalent qualification from a recognized institution;
  • Bachelor’s Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option), or equivalent qualification from a recognized institution; OR Bachelor’s degree plus a Post Graduate Diploma in Supplies Management/Logistics and Procurement Management from a recognized institution;
  • Management Course lasting not less than four (4) weeks from a recognized institution;
  • Member of Kenya Institute of Supplies Management (KISM) of good standing;
  • Demonstrated merit in work performance;
  • Proficiency in computer application;
  • Fulfill the requirements of Chapter Six of the Constitution only for the successful applicants.
