Job Description

Cellulant is a digital payments business. We run an ecosystem of consumers, merchants and banks in which we facilitate payments and build value through the value-added services we layer on top. In building this ecosystem we serve different types of customers with different products, in a range that includes mobile banking products, mobile credit products, USSD, SMS, and digital content. We are currently serving merchants and banks across 10 countries, and a wide set of industries

SUMMARY

As a vital member of the management team, the Procurement Manager assumes a pivotal role in spearheading the implementation of streamlined, efficient, and strategic sourcing, procurement, and contract lifecycle processes. The objective is to bolster Cellulant’s operational efficiency and cost-effectiveness, in alignment with internal policies and pertinent legal mandates. The successful execution of these responsibilities ensures optimal procurement and supply procedures.

CORE RESPONSIBILITIES:

  • Procurement Function Establishment: Establish and nurture a robust procurement function. Develop and execute policies and procedures that enhance vendor management, encompassing supplier pre-qualification, contract term negotiations, and agreement on pricing, credit terms, and payment cycles. Engage in medium to high-level negotiations, fostering long-term partnerships with major local and international suppliers to achieve sustainable cost savings.
  • Vendor Relationship Optimization: Evaluate existing vendor relationships with the aim of optimizing costs. Conduct thorough market research, benchmarking processes, and collaborating with industry peers to gather information on commodity prices and explore innovative solutions, ensuring Cellulant’s continuous and comprehensive supply.
  • Financial Planning Contribution: Contribute to financial planning by offering insights, such as operational and capital equipment budget analysis and pricing options based on supply costs. Influence Cellulant’s bottom line positively through well-informed recommendations.
  • Internal Process Enhancement: Develop and implement a robust internal process for raising, receiving, and approving purchase requisitions in line with Cellulant’s procurement policy and budgetary constraints. Establish proper controls, documentation, and record-keeping to facilitate references and audits.
  • Leadership and Coaching: Lead the purchasing units, devising learning and development plans and providing coaching to foster professional growth. Foster a culture of operational excellence and continuous improvement.
  • Strategic Collaboration: Collaborate with the senior leadership team to participate in strategic planning for Cellulant’s future growth and development.
  • Quality Assurance and Vendor Review: Design and implement systematic processes for assessing the quality and conducting regular reviews of all vendor partnerships, ensuring ongoing suitability and alignment with Cellulant’s standards.
  • System Implementation: Implement KAIZEN-aligned systems to ensure comprehensive and accurate recording of purchases.

REQUIREMENTS

MUST HAVE EXPERIENCE:

  • Leadership
  • At Least 10 years of experience
  • Established a procurement function
  • Exceptional negotiation, communication, and interpersonal skills.
  • Strong dedication to operational excellence and a track record of implementing process improvements for enhanced efficiency and effectiveness.

NICE TO HAVE EXPERIENCE:

Worked in a technology company

QUALIFICATION:

  • Bachelor’s degree in a business or related field.
  • A minimum of ten (10) years’ experience in sourcing, procurement, and contracts roles, with at least three (3) years in a managerial capacity.
  • Diploma or professional qualification in Supply Chain Management, such as CIPS.
  • Exceptional negotiation, communication, and interpersonal skills.
