Job Description

The United Nations Development Programme (UNDP) is the United Nations’ global development network. It provides expert advice, training, and grants support to developing countries, with increasing emphasis on assistance to the least developed countries.

Institutional Arrangement

The Programme Analyst will work under the guidance and direct supervision of the Recovery Advisor and the Programme Specialist/Manager. The Programme Analyst will be based in Nairobi, Kenya and will work in close collaboration with the Programme Specialists and the Programme Manager in the DRT Recovery Team in Geneva and Nairobi. The Programme Analyst will be responsible for providing her/his own laptop.

Duties And Responsibilities

The overall objective of this consultancy is to support the implementation of the DRT portfolio at the global, regional and national levels, with particular focus on finance, operational, administrative and knowledge management aspects. The key functions of the Programme Analyst are as follows:

  • Support the formulation/revision of Action Plans for the implementation of the different components of the recovery projects.
  • Support the Recovery Advisor, Programme Specialist/Manager in the implementation of the Recovery Projects, including: formulation and revision of budget, monitoring expenditures, technical guidance and formulation of internal and external reports, reduction of bottle necks; analysis of data gathered from Atlas.
  • Support the coordination of specific activities under the recovery projects within UNDP and with external partners for an effective and efficient implementation of the project activities including procurement; delivery of workshops, travel arrangements, issuing/managing of DOAs and COAs.
  • Contribute to the preparation of financial reports for the donors and close projects in Atlas.
  • Assist the Recovery Advisor, Programme Specialist/Manager in performing knowledge data mining, documentation, codification of results/lesson learned in recovery, based on the results from the project implementation.
  • Support the Recovery Advisor, Programme Specialist/Manager in the development of a community of practice in recovery and in knowledge management, innovation activities such as use of social media, google and LinkedIn groups, Yammer and similar, focused on core recovery activities.

Required Skills And Experience

  • Min. Education requirements A master’s degree (or equivalent) in finance, administration, management, economy or any other related field. Supplementary 3 years of experience in combination with a first level university degree is also acceptable.
  • Min. years of relevant work experience Minimum of 3 years of working experience at national or international level in providing support in implementing and managing programs and/or projects related to development – with preference for programs/projects related to climate or disaster risk reduction and recovery.

Required Skills

Financial management support:

  • Administrative, program and procurement experience at the national or international level.
  • Demonstrated competency in using financial and procurement modules of any ERP System, like ATLAS.
  • Knowledge of UNDP Financial Rules and Regulations with the completion of ATLAS training.
  • Knowledge of UNDP/UN regulations, policies, procedures and practices.

Operational Support

  • Demonstrated competency in using travel modules according to any ERP System like ATLAS.
  • Knowledge of UNDP organizational structure and external partners for purpose of efficiently and effectively supporting Programme Specialist/Project Manager with queries and requests, and for collecting information and performing liaison functions when asked.
  • Ability to support report and proposals writing.
  • Experience in the use of computers and office software packages (MS Word, Excel, Power Point), experience in handling of web-based management systems, and ability to use Internet for research.

Program Support

  • A basic understanding of Disaster Risk Reduction and Recovery.
  • A basic understanding of post disaster recovery and preparedness for recovery issues.

Required Language(s) Procurement certification from UNDP or any other International Organization would be an asset.
