Position Summary

  • Terre des Hommes Netherlands is looking for a flexible, creative, ambitious, solutions- focused and passionate individual with a strong commitment to children’s rights and protection to take on the role of Programme Development & Quality Officer (PDQ Officer).
  • The PDQ Officer is an exciting multi-functional, full-time position to be based in one of TdH NL’s offices (in Phnom Penh (Cambodia), or Bangkok (Thailand) with a global remit; and reports to the PDQ Manager, within the global Programme Development & Quality team.

Objective of the role

  • The PDQ Officer is responsible for coordinating and guiding the (co-)development of projects in line with the TdH NL strategy and Thematic Programmes ensuring quality throughout conception, design and implementation. Key tasks include coordinating Project Design
  • Teams (PDTs) from project ideas, design through to proposal submission, guiding country teams on project development best practice ensuring its alignment with TdH NL Strategic Plan, ensuring project documentation meets TdH NL organisational standards, organising project meetings and/or feedback/after-action review sessions, preparing presentations and reports, researching potential partners and ensuring project documentation is managed in line with TdH NL’s information management requirements.

High level responsibilities include:

  • The PDQ Officer serves as a convenor in the development of new projects and programmes, coordinating new Project Design Teams, maximising the contributions from design stakeholders.
  • The PDQ Officer supports the implementation of the TdH NL Project Development process and guidance resources and supports periodic reviews of process guidance to ensure they remain relevant and effective based on experience and stakeholder feedback.
  • As a programme quality generalist, the PDQ Officer supports country teams to meet project design standards and ensures the quality of project design processes and of all products developed as part of new project and programme designs.
  • Working closely with the PDQ Manager, the PDQ Officer supports the development of co-design guidance related to common design processes including the development of Theories of Change, Problem, Power and Stakeholder
  • Analysis methods, Approaches to Sustainability and tools, and provides orientation and training to TdH NL staff on these guidance materials based on best practice.
  • As part of portfolio reporting, the PDQ Officer monitors portfolio implementation and supports the identification of good practices and encourages scale-up and replication through organised reflection and learning events.

Core Responsibilities

Strategic, technical and programmatic responsibilities
Project design and Development:

  • Formation and Coordination of Project Design Teams (PDTs) to support project co- design processes, within and among country teams.
  • Ensures the application of TdH NL co-design standards as part of all project and programme development processes, including facilitation of Theory of Change development, Problem, Power and Stakeholder Analysis, approaches to Sustainability and tools, and local partnering.
  • In coordination with TdH global and country offices, supports the implementation of local partnering and child participation guidance for co-design and co- implementation.
  • Completes product quality assurance reviews of all documentation developed as part of proposal packages pre-submission to donors ensuring the timely development of high quality project documents (e.g. ToCs, logframes, MEAL plans) based on the organisational strategy and ToC, and ensures designs are aligned with all TdH NL integrity and safeguarding standards.
  • The PDQ Officer ensures project development guidance is understood through training for TdH NL staff and partners. Provides orientation and training to TdH NL staff on design guidance materials based on best practice. Conducts capacity building activities for partners, including training workshops on TdH NL programme development and design standards, reporting and other relevant areas as needed.
  • Supports periodic reviews of TdH NL Project development process guidance and tools to ensure they remain relevant and effective based on experience and stakeholder feedback.
  • Ensures the strategic use of data, research, evidence, and learning from across the organisation and wider sector are incorporated into programme/project designs.
  • Maintain organisation and oversight of the project development folder, ensuring comprehensive documentation of all relevant project design materials.

Learning, documentation and knowledge sharing:

  • Organises a feedback session among PDTs to capture lessons learned and any corresponding actions for process improvement.
  • Supports overall team administration, guidance development and resource control.
  • Completes quality and compliance reviews of Country Annual Plans.
  • Facilitates Evidence and Learning Days during which project partners, including staff, children and youth share programme experience, learning and the contributing factors of success of relevance to TdH NL country and global teams to inform programming approaches.
  • Through report reviews and project visits, monitors portfolio implementation, the effectiveness and quality of the execution of programmes/projects, supports the development of corresponding action plans to support programme and country teams, identifying good practices and promoting scale-up and replication through report reviews, organised reflection and learning events.
  • Collaboration and relationship management responsibilities
  • Supports cross-departmental and cross-organisational best practice sharing.

Education & Experience

  • University degree in Development Studies, International Relations or a related subject and 4+ years relevant experience with (I)NGOs, preferably in a programmes role.
  • Demonstrable experience in project development.
  • Experience in project planning and an understanding of the project management cycle.
  • Understanding of child safeguarding principles and best practice.
  • Strong communication skills to include fluent written and spoken English.
  • (Desirable) – Strong IT skills including database management, and ability to analyse data.
