Project Officer Protection

The purpose of this position is to support the Programme Manager Protection (PMP),  Project Officers and Community Outreach Workers (COW’s) in the implementation of Child Protection, mental health and psychosocial support and gender based violence interventions with biase towards MHPSS and GBV.

DUTIES AND RESPONSIBILITIES

Program Management

  • Support Programme Manager Protection in day-to-day management of Adolescent Friendly Spaces including staff and facilitation of adolescent peer to peer psychosocial support groups and GPM+ sessions for caregivers.
  • Support Protection Officer II to plan and oversee the establishment of community based Mental Health and Psychosocial Support (MHPSS) groups.
  • Provide technical expertise in GBV prevention including provision of psychosocial support to survivors of gender-based violence.
  • Liaise GBV focal points from partner agencies to offer support to GBV survivors in accessing essential services including psychosocial support and conduct regular follow-up for beneficiaries referred for specialized services.
  • Support and assist PMP in establishing/strengthening community-based child protection, gender-based violence and MHPSS mechanisms across all project locations including the camp and host community.
  • Provide technical guidance to Community Outreach Workers during GPM+ pre, during and post assessments at the field level.
  • Develop individual case plans for all beneficiaries in need of protection based specialized services and conduct group and/or individual sessions aimed at promoting healing and restoring well-being.
  • Conduct awareness campaigns relating to Child protection and Gender Based Violence (GBV) and MHPSS in liaison with other Project Officers.
  • Update and maintain a database for all persons with specific needs, including the data of all beneficiaries receiving IsraAID’s services and ensure confidentiality is maintained all the time.
  • Facilitate and contribute to the development of IsraAIDs’ CP, GBV and MHPSS country strategy including contributing to development of GBV key messages and contextualized guidelines.
  • Responsible for CP/GBV/MHPSS weekly and monthly planning and ensures timely efficient and effective implementation of the activities.
  • Accountable for upholding and ensuring adherence to IsraAIDs’ policies, procedures, ethics professional standards and best practices for operational efficiencies.
  • Work collaboratively with other IsraAID Program Staff such as WASH, Health, and Monitoring, evaluation, accountability, and learning (MEAL) to enhance integration of program activities.
  • Monitor and provide participatory leadership in the provision of CP, GBV and MHPSS services in line with national and international standards and guiding principles.

Administration

  • Maintaining and updating supply inventory for all project implementations.
  • Manage and provide guidance on daily program activities at the Adolescent Friendly Spaces.
  • Conduct weekly field staff meetings with respective Community Outreach Workers.
  • Provide daily/weekly and/or monthly reports on activities to the Programme Manager Protection.
  • Compile and maintain accurate information and case reports and provide relevant information to relevant staff/stakeholders.
  • Attend meetings, training or workshops as required from time to time.

Coordination with external partners

  • Maintain relationships with National NGOs, INGO, Government Ministries and Departments including Community Based Organizations and Refugee Led Organizations.
  • Represent IsraAID during inter-agency PSEA and GBV working groups’ monthly coordination meetings as a focal point.
  • In liaison with the host community GBV technical working group leadership, coordinate quarterly meetings and collaborative GBV related activities in the host community.
  • With guidance from PMP, liaise with community and other organizations within the program parameters to strengthen collaboration.
  • Liaise and maintain relationships with community gatekeepers.

REQUIRED EXPERIENCE AND TECHNICAL COMPETENCIES

  • Bachelor’s degree in either counselling psychology/gender studies/ social work or a related field.
  • Minimum of five years with a specific focus on community-based approaches that focus on gender-based violence, mental health and psychosocial support and child protection.
  • Previous experience working with adolescents, women and girls in provision of protection services.
  • Knowledge of Group Problem Management plus (GPM+) intervention and its implementation.
  • Experience in provision of individual/group counselling services in a refugee context will be an added advantage.

  • Strong verbal and written communication skills.
  • Ability to effectively lead individuals and group sessions.
  • Professionalism, detail-oriented with excellent organizational skills and adherence to deadlines.
  • Self-motivated and ability to work independently when necessary.
  • Must have a passion to work with vulnerable children, youths, caregivers.
  • Proficiency in Microsoft Office applications including word, PowerPoint, excel and outlook
