Job Description

KEY DUTIES

Procurement Planning and Sourcing

  • Support the company strategy, annual planning and project design and planning process by providing procurement historical data;
  • Procurement plans for departments and projects are analysed and sourcing plans are in place (LTAs, pre-qualified, suppliers, new market/supplier assessments, etc.);
  • Compile and communicate procurement and legal guidelines to the procurement team;
  • Departmental objectives setting and performance management;
  • Stakeholder procurement planning and engagement;
  • Coordinate with cross functional teams;
  • Risk Management and information to projects and department management;
  • Capacity building of the team.

Procurement Buying

  • Distribute workload;
  • Finding better ways of working in streamlining processes;
  • Supervise tenders and large purchases;
  • Coordinate and consolidate needs across the country/office to action better purchases;
  • Maintain lead time for different thresholds and methods of procurement;
  • Support partner establishments (DELTA stations and shops) with their purchases;
  • Accountable for compliance on procurement processes;
  • Accountable for procurement staff to deliver;
  • Ensure good procurement practices and procedures are understood and applied within the office;
  • Performance management.

Supplier management/ Partner management

  • Support teams with Statements of Requirements (SOR);
  • Customer relationship building;
  • Coaching and mentoring;
  • Ensure appropriate supplier/partners selection;
  • Review supplier/partner performance & KPIs.

Monitoring and tracking

  • Monitor performance and efficiency;
  • Leadership reporting;
  • Contracts performance monitoring;
  • Operations monitoring: purchased vs planned, proactively look at ongoing business done / planned;
  • Decision making over data;
  • KPIs and Management Standards;
  • Communicate all necessary reports to other colleagues.

Requirements

Essential

  • Degree in Procurement or Supply Chain Management
  • Professional qualification in supply chain management either CIPS (Level 6) or KISM.
  • At least 3 years of progressive Supply Chain and/or Procurement Management experience.
  • Working experience in the Petroleum Industry is an added advantage.

QUALIFICATIONS, SKILLS, AND EXPERIENCE:

  • Strong analytical and problem-solving abilities;
  • Able to roll-out appropriate guidelines, tools and templates for improved supply chain and implement them at scale;
  • Able to analyse large amounts of data and generate powerful reports and information from them;
  • Communicating supply chain concepts and terminology in simple language to non-experts; writing in plain English;
  • Strong collaboration skills, able to build cooperation and negotiate compromises;
  • Strong attention to detail;
  • Proven experience of using online technology for communication and learning;
  • Fluent in English;
  • People and team management;
  • Strategic thinking.
