Job Description

Regional Consultant for the Development of CEO Endorsement Request Package for Caribbean CBIT Project

Specific tasks and responsibilities:

  • For the project’s CEO, the national consultant will work closely with the international consultant, providing technical inputs on climate transparency and climate change issues as needed. The national consultant will also be responsible for the following tasks:
  • Preparing and implementing the stakeholder engagement plan, including: a. Identifying all stakeholders to be engaged in the process and their level of engagement;
  • Organizing activities (workshops and meetings) with stakeholders and reporting on these, including those held during the in-country mission of the lead GEF consultant;
  • Preparing the stakeholder consultation report to be included in the CEO endorsement document.
  • Obtaining baseline information, including, but not limited to: a. Relevant national and sub-national policies and regulations;
  • Key stakeholders and institutional arrangements; c. Recent, on-going and planned initiatives of relevance to the topic of the project; d. Co-financing; e. Financial mechanisms.
  • Providing input on the barriers and gaps that the project should address;
  • Providing input on the risks to successful project execution, including as related to safeguards;
  • Facilitating Ministry and other national stakeholder revision and validation of the project baseline, problem tree, project skeleton, theory of change, and other sections of the project document.
  • Supporting the Ministry with preparing, requesting and following-up on co-financing letters;
  • Providing inputs for the drafting of the CEO endorsement document, including a gender analysis and action plan.
  • Providing input to respond to UNEP, GEF Consultant, Government and GEF reviews.
  • Translating the CEO endorsement document to the country’s national language, if required by the country.
  • Leading and implementing communication activities to promote the project with key stakeholders during the design phase.

Qualifications/special skills

  • ACADEMIC – Advanced university degree in one of the following fields is required: environmental studies, renewable energy, environment, economics, development, engineering, finance and administration, international cooperation or a related discipline is required;
  • A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree;
  • Minimum of two (2) years of experience in working in the field of Climate Change in Latin America and the Caribbean is required;
  • Experience working in the Caribbean region, knowledge of the institutional setting and framework, public policies, and experience working with institutional actors, is required. • Experience in working with or for multilateral or bilateral funding entities in the field of climate change, energy, environment or development is desirable.
  • Experience in developing projects or policies related to climate change mitigation or adaptation is desirable;
  • Experience in designing and implementing stakeholder consultation processes for projects and/or public policies is desirable;
