Regional Digital Health Officer

The Opportunity:

  • The RDHSO provides technical capacity strengthening for the government-led implementation of Community Health Digital transformation. This includes supporting Digital Health service delivery within the assigned regions and offering Technical Assistance (TA) to Sub-national heath teams (County and Sub-County) to strengthen support systems for users of community health digital solutions.

Roles and Responsibilities:
Capacity Strengthening and Technical Assistance (TA) (30%)

  • Support counties to establish or strengthen existing digital health governance structures such as steering committees, technical working groups, and digital oversight forums, ensuring digital transformation is embedded within existing health system structures.
  • Train, coach and mentor government staff to enable them to effectively implement, maintain and support community health digital systems
  • Review existing digital health policies, standards, and operational procedures and make recommendations for improvement to ensure alignment with national digital health and ICT frameworks
  • Support development of digital health governance and leadership structures with clear roles and responsibilities
  • Support development and dissemination of digital job aids, user guides, and troubleshooting manuals to enhance system ownership and user proficiency.
  • Facilitate peer learning sessions and promote continuous knowledge sharing across counties.

Coordination, Reporting, and Stakeholder Engagement (15%)

  • Participate in County and Sub-County Health Management Team meetings, technical working groups, and review forums to strengthen government structures in addressing digital health issues and challenges.
  • Collaborate with partners to align county and national digital health priorities and implementation plans.
  • Develop weekly technical support reports summarizing progress, issues, and capacity-building activities.
  • Create awareness and drive adoption of national digital health standards, policies, and guidelines.

Data Quality and System Performance Monitoring (10%)

  • Support counties in monitoring synching rates of end user devices to ensure timely data availability for performance management and reporting
  • Support counties to establish processes for regular data verification and quality reviews by CHMT and Sub County teams
  • Document and share key system performance issues and resolutions to build institutional knowledge.
  • Promote data use for decision-making at all levels of government in support of service delivery and performance management.
  • Contribute to development of regional digital performance dashboards to track progress and gaps.

Change, Incident and Problem Management (25%)

  • Provide Technical Assistance to counties in developing and implementing procedures for controlled rollout of Digital Health Solution updates, configurations, and patches
  • Support the county to develop an incident management process for identifying, responding to, and resolving unplanned interruptions to services to restore normal operations as quickly as possible and minimize impact to service delivery
  • Support the county to develop and maintain incident logs and known-error documentation to build a knowledge management repository.
  • Support the county to develop problem management processes for identifying, analyzing, and resolving the root causes of digital incidents to prevent their recurrence.
  • Facilitate root cause analysis sessions for recurring system or data-related issues.

Device and Asset Management (10%)

  • Support implementation of government ICT asset management, maintenance and disposal guidelines.
  • Support county to setup and drive adoption of a centralized asset registry to track government-issued community health devices including repairs and replacements
  • Provide training to government staff on troubleshooting and fixing of basic device issues and escalation to service provider.
  • Train counties on device lifecycle management, including reassignments, security controls, and ensuring user accountability.
  • Promote sustainable practices for device security, connectivity, and maintenance within government systems.

Innovation and Continuous Improvement (10%)

  • Identify opportunities for process automation, user support improvement, or performance optimization.
  • Share feedback and insights with counties for ongoing improvement of Digital Health Solutions.
  • Support pilot testing and rollout of new functionalities and modules
  • Support the county to report feedback and recommend necessary changes based on conducted UATs and Digital Health Systems performance.
  • Work within government structures to implement and set up of new systems and applications within the designated regions

Qualifications and Competencies:
Essential Qualifications, Experience & Attributes:

  • Bachelor’s degree Informatics, Computer Science, or related field
  • Relevant technical certifications preferred

  • Systems Thinking: Understands how digital health systems, community health structures, data flows, governance processes, and user support functions connect, and uses this understanding to identify interdependencies, risks, and improvement opportunities.

  • Stakeholder Management: Builds and maintains productive relationships with county and sub-county health teams, government counterparts, partners, and internal teams to support alignment and shared ownership of digital health implementation.
  • Facilitation: Plans and facilitates trainings, technical working groups, review meetings, root cause analysis sessions, and peer learning forums that promote participation, learning, and problem solving.
  • Data Analysis: Reviews system performance, synchronization, service delivery, and data quality indicators; interprets trends and gaps; prepares clear reports; and supports evidence-based decision-making.
  • Work Planning: Plans, prioritizes, and tracks activities across assigned counties; breaks down tasks into clear actions; manages competing priorities; follows through on commitments; and reports progress in a timely manner.
