RTI is seeking Director of Monitoring and Evaluation candidates for the United States Agency for International Development (USAID)-funded Kenya and East Africa HIV Service Delivery Support Activity (HSDSA). The purpose of the HIV Service Delivery Support Activity (HSDSA) is to provide USAID/Kenya and East Africa (USAID/KEA) with key clinical support to the Kenya national HIV response.


The Director of Monitoring and Evaluation will be responsible for the design, implementation and technical quality of all monitoring and evaluation activities on the project. The position will be based in Kakamega, Kenya and will report to the Chief of Party.

Essential Role and Responsibilities:

  • Lead the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s Performance Monitoring; development and monitoring of project indicators; project knowledge based; implementation of baseline, midterm and end line studies; oversight of data collection and analysis; synthesis of data and outcome reports; quality assurance and auditing of data.
  • Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors;
  • Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation and data collection and management;
  • Oversee a team of monitoring and evaluation staff;
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence;
  • Deliver presentations at professional meetings and conferences.
  • Develop and implement performance monitoring plans and systems for sub-contractors and sub-grantees


  • Advanced degree in epidemiology, bio-statistics, public health, or other related field
  • Minimum of ten (10) years of professional experience, with at least seven (7) years of relevant professional experience managing and implementing formative research and/or program monitoring
  • Demonstrated ability to meet, PEPFAR and/or other USG required deadlines for planning, target setting, and reporting
  • Demonstrated ability to work effectively with local government representatives, communities, civil society, and other stakeholders
  • Demonstrated ability to communicate effectively in English, both verbally and in writing; ability to interact professionally in Kiswahili
