Safeguarding Programme Manager – Emergency Cash (EC)

What you’ll do:

Safeguarding leadership in EC responses (50%)

  • Lead safeguarding design and implementation for EC activations from preparedness through to closure, ensuring safeguarding considerations are embedded in all stages of response.
  • Conduct rapid safeguarding risk assessments for emergency contexts and ensure mitigation measures are incorporated into operational and programme plans.
  • Deliver safeguarding induction and regular training for EC teams, surge staff, and implementing partners to promote safe behaviours and strengthen awareness of safeguarding responsibilities.
  • Advise response leads on safeguarding risks and ensure incident management follows survivor centred and recipient first principles.
  • Lead or support the management of safeguarding concerns during deployments in collaboration with Internal Audit and People teams, ensuring appropriate documentation, escalation, and follow up.
  • Represent safeguarding in internal coordination structures and external or inter agency mechanisms when required to support safe and accountable response.

Systems strengthening and preparedness (25%)

  • Develop and adapt safeguarding systems, tools, protocols, and procedures to ensure they are fit for purpose in high risk and fast moving emergency environments.
  • Drive innovation in safeguarding reporting, feedback, and referral systems to improve safe access and responsiveness during rapid activations.
  • Lead safeguarding after reviews or audits and ensure learning is integrated into global safeguarding practice and EC preparedness.
  • Collaborate closely with Safeguarding, EC, Internal Audit, and other teams to align risk management systems and ensure minimum safeguarding standards are implemented consistently.
  • Support prevention, awareness, and readiness efforts during non response periods through training, policy refinement, and the development of updated safeguarding guidance.

Collaboration and internal trust building (25%)

  • Strengthen cross team communication and trust to ensure safeguarding is understood and experienced as an enabler of delivery during emergency response.
  • Serve as a bridge between Safeguarding, EC, and operational teams, ensuring clear, timely, and reliable communication channels before, during, and after activations.
  • Model GiveDirectly’s Team Next value by demonstrating transparency, shared ownership, and collaborative leadership across all response and preparedness activities.
  • Mentor and strengthen the capacity of other safeguarding team members and contribute actively to the global safeguarding team’s continuous improvement and shared learning.

  • Language Requirement: Professional fluency in English. Highly Desirable: French, Swahili, Portuguese.
  • Minimum of 5 years experience working in safeguarding, protection, or risk management roles within humanitarian or development settings.
  • Demonstrated experience in emergency or rapid response operations, ideally across multiple countries and contexts.
  • Adaptability, flexibility, and a can do attitude, with the capacity to adjust quickly to changing needs, short timelines, and evolving operational realities.
  • Deep understanding of safeguarding standards, abuse prevention principles, and survivor centred case management in emergency and/or rapid responses.
  • Strong analytical and decision making skills, with the ability to operate effectively in high pressure or crisis environments.
  • Proven ability to collaborate across teams and work respectfully and effectively with diverse stakeholders in complex settings.
  • Excellent written and verbal communication skills in English, with the ability to communicate safeguarding requirements clearly and confidently.
