For appointment to this grade, a candidate must:

Have a Bachelors’ degree in Commerce (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or equivalent qualification from a recognized university.

Have Master’s degree in the fields above or equivalent qualifications from a recognized institution as an added advantage;

Have a minimum of four (4) years relevant work experience in the public or private institution

Certificate in CPA(K) or its equivalent

Be a Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body in good standing;

Certificate in Supervisory Skills not lasting less than two (2) weeks;

Have demonstrated professional and administrative competence as reflected in work performance and results;

Knowledge in ERP system will be an added advantage;

Have proficient in computer application skills:

Fulfilll the requirements of Chapter Six of the Constitution.

Analytical, Interpersonal and negotiation skills

Strong Report writing and presentations skills.


The duties and responsibilities of the officer will entail:-

Accounts Duties

Approving payment vouchers and committal documents in accordance with laid down regulations;

Preparing financial reports and analyze income and expenditure against budgets;

Preparing monthly bank reconciliation and reconciliation of debtors and creditors ledgers;

Ensuring safe custody of financial records, documents, cheque books and assets;

Initiating budget proposals and financial plans; and

Reviewing petty cash reconciliation and facilitate withdrawal of cash for office use and ensuring safety of the same at all times

Finance Duties

Preparing quarterly expenditure forecast

Initiating proposals for seeking funds for additional expenditure

Monitoring expenditure on projects and programme implementation on a periodic basis

Coordinate activities within donor financed projects and monitors the implementation of the projects

Coordinate budget preparation

analyze budget estimates

Analyze programme performance targets

Control of budgetary commitments

Financial evaluation and processing of major policy changes within the National youth Council

Monitoring and review of programmes and implementations and taking corrective measures
