Summary of position:

Under the general direction of the Development Counsellor (Head of Cooperation) and working with the team at the High Commission of Canada and at Global Affairs Canada (GAC) Headquarters in Ottawa, assists in the identification, development and implementation of Official Development Assistance (ODA) Programmes at the mission for Somalia; including identifying, assessing and negotiating new projects; managing and administering humanitarian, bilateral development and multilateral projects; conducting analysis of local needs and context; and performing other duties, including representation of the High Commission and Development Programs at events, conferences and meetings.
Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Master’s degree from a recognized post-secondary institution

Language:
• Proficiency in English – (reading, writing, comprehension and speaking)

Experience:
• Minimum 5 years of recent* experience involved in the design and implementation of international projects including management of financial aspects.
• Experience in the design, assessment and implementation of international development and/or humanitarian programs and projects in Somalia.
• Minimum 5 years of experience working for an international donor.
• Experience organizing and overseeing visits and events for high-level government officials.
*Recent is defined as within the last 10 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, references, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of Somalia’s development context and of the Federal Government of Somalia’s plans and strategies;
• Knowledge of Somalia’s humanitarian context, including major trends, stakeholders and implementing partners;
• Fluency with Windows operating environments, Microsoft Outlook, and Microsoft office software e.g. Word, Excel.

Abilities/Competencies:
• Demonstrated ability to write reports and briefs, provide analysis and synthesize information in English;
• Effective written and oral communication skills;
• Ability to analyze and evaluate information and make recommendations;
• Ability to work as part of a team;
• Ability to manage workflow, prioritize and meet deadlines;
• Effective interpersonal skills

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Master’s degree from a recognized post-secondary institution majoring in a related field e.g. international development; project management and evaluation; public administration/management or any other related area.
• Somali language abilities
• Knowledge of Somali culture, customs, traditional practices and beliefs
• Working knowledge of French
Organizational Needs:


Operational Requirements:
• Occasional overtime, as operationally required
• Occasional domestic and international travel – including travel to Somalia
• Hours of work: 37.5 hours per week (Monday to Friday)


Condition(s) of Employment:
• Valid passport
• The successful candidate will be required to obtain and maintain a Government of Canada Reliability Status (RS), which includes criminal and credit background check, covering the entire employment period.
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
