Senior Director – Resource Management

Job Purpose

Conflict, climate change, and the rising cost of living are driving unprecedented growth in humanitarian needs and food insecurity. One in five children is living in or fleeing from conflict, with over 114 million people forcibly displaced. In 2023, over 700 million individuals experienced hunger, with significant disparities between low-income and high-income countries.

World Vision (WV) is committed to reaching the most vulnerable people in the hardest-to-reach places. This commitment drives the organization to enhance the agility of its systems and structures. WV supports food and cash programming with a portfolio valued at over USD 500 million, ensuring alignment with donor and organizational standards.

The Senior Director of Resource Management leads global strategies to optimize resource management, ensuring operational efficiency, fostering innovation, and supporting diversified growth across the organization. The role provides strategic leadership, oversight, and managerial responsibility for the Resource Management Team within the Disaster Management Team.

Lead the development and implementation of a comprehensive Food, cash and market-based programming and livelihoods and economic recovery in emergencies operational plan, suitable for humanitarian emergencies and linked to long-term programming and social protection facilitation and provides strategic leadership to the Global School Meal Teams.

Position WV as a partner of choice for implementing food assistance programming and mainstreaming cash-based programming/interventions. The Senior Director of Resource Management will be a member of the WVI Disaster Management Team Leadership Team (LT) and report to the Disaster Management Global Lead.

Key Responsibilities

25% Leadership, Strategy and Innovation

  • Provide overall leadership and direction in the areas of food operations, cash & markets and livelihoods and economic recovery in emergencies and school meals.
  • Develop and implement strategic plans and ensure alignment with the organization’s mission and strategic goals.
  • Develops a vision and a comprehensive plan to diversify the funding base for food assistance, ensuring sustainable and varied sources of support.
  • Effective and cohesive leadership in food operations, cash & markets, livelihoods and economic recovery in emergencies, and school meals, resulting in high-impact, well-coordinated programs that meet the needs of affected populations.
  • Strategic plans that are fully aligned with the organization’s mission and goals, leading to cohesive and focused efforts across all programs and initiatives.
  • A diversified and sustainable funding base for food assistance programs, enhancing financial stability and the capacity to serve more affected people effectively.

20% Team Leadership, Development and Oversight

  • Provide comprehensive oversight and guidance to the resource management team to secure and effectively implement food, cash, and market assistance across humanitarian and development programs, including livelihoods and economic recovery in emergencies.
  • Ensure that programs are effectively designed, implemented, and evaluated to meet the needs of affected populations, maintaining high standards of performance.
  • Work closely with the DM Acquisition team to support field offices in developing proposals and securing funding from donors for food, cash, and market assistance, as well as livelihood and school meals programs.
  • In collaboration with HDCC, implement capacity-building initiatives to enhance the skills and capabilities of the resource management team
  • Regularly review and update policies, guidelines, tools, and standard operating procedures to reflect best practices and new insights.
  • Successful implementation of food, cash, and market assistance programs, leading to improved disaster management and economic recovery outcomes.
  • High-quality, impactful programs that effectively address the needs of affected populations and meet organizational standards.
  • Increased funding and resources secured from donors, enabling the expansion and sustainability of critical assistance programs.
  • Enhanced team competencies and capabilities, leading to more effective program implementation and continuous improvement in program quality and efficiency.
  • Updated policies, guidelines, tools, and standard operating procedures

25% Risk Management oversight and management

  • Ensure all food, cash, and market assistance programs comply with donors and WV partnership policies, guidelines, and standards.
  • Develop and enforce standard operating procedures to maintain high performance and accountability.
  • Coordinate with the Global Assurance and Audit team to conduct regular reviews and audits of food, cash, and market assistance programs.
  • Address any issues identified during audits and implement corrective actions to ensure compliance and effectiveness.
  • Compliance with donor and WV partnership policies, guidelines, and standards is consistently achieved across all food, cash, and market assistance programs.
  • High performance and accountability are maintained through the development and enforcement of standard operating procedures.
  • Regular reviews and audits of food, cash, and market assistance programs are conducted in coordination with the Global Assurance and Audit team.
  • Issues identified during audits are addressed promptly, and corrective actions are implemented to ensure compliance and effectiveness.

15% External and Internal Coordination and Representation

  • In close collaboration with the DM External Engagement team, when necessary and appropriate represent WVI in external coordination and strategic meetings with key donors and partners such as WFP, USAID, UNHCR, and ECHO.
  • Build and maintain strong relationships with donors and partners to secure funding and support for WVI’s initiatives.
  • Maintain regular and strategic engagements with WV senior leaders at regional and national levels, including Senior Directors of Operations, Regional Humanitarian Emergency Affairs Directors, and National Directors.
  • Collaborate with these leaders to align disaster management programs with regional and national priorities and strategies.
  • Ensure effective communication and coordination to support the implementation and growth of disaster management programs.
  • Effective representation of WVI in external coordination and strategic meetings, resulting in strengthened partnerships with key donors and partners such as WFP, USAID, UNHCR, and ECHO.
  • Strong and lasting relationships with donors and partners, leading to increased funding and support for WVI’s initiatives.
  • Regular and strategic engagements with senior leaders at regional and national levels, fostering alignment and collaboration on disaster management programs.
  • Disaster management programs are aligned with regional and national priorities and strategies through effective collaboration with senior leaders.
  • Enhanced communication and coordination, supporting the successful implementation and growth of disaster management programs.

15% Serve in DM leadership

  • Participate and contribute to the entire functioning of the DM leadership team.
  • Support the implementation of the business plan.
  • Actively participate in senior management meetings and activities, including regular meetings, training activities, devotions, and other organizational events as requested.
  • Foster a collaborative and supportive environment within the leadership team, promoting shared goals and objectives.
  • Active participation and valuable contributions to the DM leadership team, enhancing overall team effectiveness and cohesion.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

  • A post-graduate degree in Social Sciences, Economics, Business Administration, or a related field.
  • Extensive experience in desk research, analysis, and project management.

Required: Professional Experience

  • At least 15 years of experience in humanitarian work, with a minimum of 5 years in a senior leadership role in program operations.
  • Proven track record in coordinating large-scale single or multi-country operations.
  • Extensive experience in engaging with donors, governments, and stakeholders.
  • Strong background in research and knowledge management, resource mobilization, and policy and advocacy work.

Sector Knowledge

  • In-depth knowledge of food, cash, and markets assistance programming in humanitarian and development settings.

Strategy Development

  • Demonstrated experience in strategy development and ability to develop and implement strategic plans that align with organizational goals and priorities.

Stakeholder Relationships

  • Established strong and positive relationships with significant humanitarian assistance stakeholders, including major food, cash and market assistance grant donors.
  • Proven ability to engage and collaborate effectively with a wide range of partners and stakeholders.

Regulatory Knowledge

  • Direct and hands-on experience in cash and market-based policies and guid, and food assistance legislation and regulations of major donors, including the United States, Canada, the European Union, and Australia.
  • Thorough understanding of (digital) cash transfer (e.g. mobile money) regulatory requirements”

Humanitarian Industry Standards

  • Good understanding of humanitarian industry standards, procedures, technical approaches, thematic priorities, and funding mechanisms.
  • Ability to ensure programs meet or exceed industry standards and best practices.

Financial Management

  • Experience in budget development and management, ensuring financial accountability and cost-effectiveness.
  • Ability to oversee financial planning, monitoring, and reporting for large-scale programs.

Professional Maturity

  • Professional maturity and the ability to provide counsel and expertise to senior professionals.
  • Strong leadership and decision-making skills, with the ability to navigate complex and high-pressure environments.

Required: Language(s)

English Communication

  • Excellent spoken and written English communication skills.
  • Ability to effectively convey complex information in both verbal and written forms.

Additional Languages

  • Knowledge of an additional international language (French, Spanish, and/or Portuguese) is highly preferred.
  • Proficiency in multiple languages enhances the ability to engage with diverse stakeholders and operate in various international contexts.

Required travel and/or work environment accommodations

  • The role requires at least 30% travel, including travel to fragile contexts and countries.
  • The candidate must be willing and able to travel frequently to support regional and field offices, including in high-insecurity environments, and sometimes at short notice.

Position’s physical requirements

  • Ability to frequently travel and attend meetings to support regional and field offices, including in high-insecurity environments.
  • Must be able to pass Hostile Environment Awareness Training (HEAT).

Compensation: For positions filled in the United States, the typical salary range for this role is 110,000 to 136,000. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget. Exact salary offers will be determined by factors such as the candidate’s skills, qualifications, experience and geographic location.
