Job Description

Founded in 1969 as the Inner City Fund, ICF got its start as a venture capital firm with a mission to finance inner-city businesses in the Washington, D.C area of the United States. C.D. Lester, a former Tuskegee Airman, was our first president and was joined in the firm by three U.S. Department of Defense analysts.

The Work:  

Working with large, multiyear HIV monitoring and evaluation data sets, the Senior Health Data Scientist will provide end-to-end analytic support producing information to improve the efficiency, effectiveness, and impact of interventions that address the global HIV/AIDS epidemic and meet the UNAIDS 90-90-90 goals.

Key Responsibilities:

The Senior Health Data Scientist will work with multi-disciplinary teams to:

  • Define new analytic questions to advance data analytic capabilities and data use
  • Elicit, gather, and document data analytic requirements from multiple stakeholders using different methods such as virtual meetings, shared documents, and surveys
  • Conduct data transformation and analysis using various tools i.e. R, Python, Power BI, XLS etc.
  • Describe results in a variety of formats for varied audiences
  • Understand context of data by triangulating with multiple data sources (e.g., programmatic guidance, historic and narrative data sources)
  • Maintain data analytic documentation and artifacts in a central repository i.e., in SharePoint, Confluence, JIRA
  • Facilitate or support both internal and external meetings with various project stakeholders
  • Develop and provide content and subject-matter knowledge and expertise in PEPFAR data to the team and project stakeholders
  • Contribute to identifying novel opportunities for analyzing data from diverse data streams that represent different PEPFAR activities

Requirements

Required Qualifications:

  • Bachelor’s degree in public health, health informatics, data science, statistics, or epidemiology
  • 5+ years work experience writing complex data analytic code using R, Python, SAS, Stata, SPSS, SQL, or Excel to extract and manipulate datasets from large data repositories and databases
  • 5+ years work experience using at least two business intelligence tools such as Tableau, Power BI, MicroStrategy
  • 5+ years work experience data wrangling, management, transformation, and cleaning
  • 3+ years working with PEPFAR indicators and datasets

Desired Qualifications:

  • 1+ yrs Experience working with Ministries of Health in low- and middle-income countries LMICs
  • Proactive in learning new data analytic languages and products to find new solutions for client problems
