Senior Manager, Programs – NGO Capacity Strengthening

The position of the Senior Manager, Programs – NGO Capacity Strengthening sits within the Humanitarian Response Training Unit, which houses several global projects dedicated to training and strengthening the capacity of key stakeholders to better coordinate and respond to humanitarian crises.

This position leads projects focused on strengthening the capacity of national/ local NGOs to respond to humanitarian emergencies. Working with project partners and the selected NGO participants, this position will manage the development and delivery of the various components and learning opportunities within the project design, including the design and delivery of capacity strengthening tools (e.g. online learning modules, organizational capacity assessments, capacity strengthening plans, monitoring tools for NGO progress in the program), in-person workshops, work of Subject Matter Experts, and design and delivery of virtual sessions on relevant topical issues.

The Senior Manager, Programs will also support and help deliver a small grants program which includes but is not limited to grants management, support and mentorship of local partners in the grants process, and regular communications and administration around the program. MAIN TASKS AND RESPONSIBILITIES

  • Lead on the management and oversight of the project deliverables by providing general project direction and ensuring the timely completion of project activities, including the development of the project work plan, meeting of compliance requirements and adherence to project budget in line with recognized and established standards.
  • Participate in and oversee the development and implementation of all project training activities to include development of project curricula, employment of appropriate and current training methodologies and topics, and planning, implementation and facilitation of workshop sessions as required.
  • Supervise project staff to ensure timely and quality program implementation.
  • Build partnerships with selected NGOs and liaise with key stakeholders to ensure an effective learning environment and facilitate development of individual organizational work plans based upon needs identified in the capacity assessments.
  • Develop as needed and oversee a team of Subject Matter Experts, including internal IMC staff, external consultants, and translators (when needed) to engage in key components of the workplan.
  • Facilitate communication with key stakeholders and donor counterparts, making sure there is no overlap in activities and that all program components are completed on time.
  • Work closely with project learning experts, ensure that the curriculum content development is managed effectively and efficiently and that high-quality curriculum materials are developed.
  • Oversee the organization of all project training activities and dissemination of materials and surveys.
  • Work with the Monitoring and Evaluation (M/E) team to ensure proper information and feedback is captured and reported and deliverables are met.
  • Oversee and ensure success of all the logistical and financial arrangements for program activities, e.g., procuring training venues, identifying translation support, and all other logistical and financial arrangements needed for training activities (both large-scale and small-scale).  In addition, leading coordination of internal and external communication.
  • Lead the small grants program, ensuring compliance with International Medical Corps’ policies and procedures, with regular communication and support from internal IMC departments (e.g. grants and compliance, finance).

Job Requirements
MINIMUM QUALIFICATIONS

  • Typically, a master’s degree in international development/affairs or similar. An equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 10+ years of experience in the area, including managing projects internationally, or/and domestically.
  • Extensive program management and grants management experience.
  • Background in local capacity strengthening and training.
  • Knowledge and experience in the humanitarian sector, through previous field and/or HQ exposure.
  • Strong interpersonal skills and strong communication skills, both oral and written.
  • Proficient in computer applications, especially with MS Word, Excel, and PowerPoint
  • Willingness and ability to travel up to 25% to support program implementation in humanitarian settings
  • Fluency in spoken and written languages of beneficiaries (e.g., Arabic) is highly desirable, as applicable to projects.
