Job Description

IPPF is a global service provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all. We are a world-wide movement of national organisations working with and for communities and individuals. The purpose of this job is to contribute to IPPF’s global technical leadership in quality comprehensive service delivery

Role Purpose:

  • The M&E Manager is responsible for the generation and verification of programme data and its use for decision making within the programme.

Context of Role:

  • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the
  • International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
  • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

Deliverables:

  • Develop key performance tracking indicators, logframe indicators, programmatic projections/targets, data systems and toolkits for deployment across the programme in consultation with IPPF Africa Region.
  • Serve as the M&E link between country partners, including Member Associations and the WISH 2 hub.
  • Advise partners on the creation and/or establishment of effective internal M&E systems, plans and data quality management systems.
  • Oversee the conduct of routine data quality assessments (RDQAs) and the improvement of data quality and accountability.
  • Develop a project database that captures and stores programme M&E data.
  • Advise on issues relating to Third-Party Monitor (TPM) data verification activities, updating the TPM recommendation tracker with their resolutions.
  • Partner with technical and programme colleagues to provide solutions to data quality issues.
  • Ensure data reporting timelines and quality standards are met. Facilitate the inputs of any technical and financial documents as requested by the WISH 2 hub.
  • Reporting/Management Responsibility:
  • Direct line management of M&E Officers.

Requirements

Expertise:

  • Significcant experience working in an M&E position responsible for implementing M&E activities in an international development setting, with a preference for multi-country programmes and in the SRHR field.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in using data for performance measurement, including indicator selection, projection/target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • A good understanding of bi-lateral donor funded programmes. FCDO experience preferred.
  • Experience working in matrix organisations.

  • Excellent time management skills able to meet tight deadlines.
  • Fluent English essential. French or Arabic an advantage.
  • Excellent IT skills.
