Senior Monitoring, Evaluation, Accountability, Results and Learning (MEARL) Officer

Position Summary

  • PASGR seeks to recruit a Senior Monitoring, Evaluation, Accountability, Results and Learning (MEARL) Officer to lead evidence generation, learning, and results management across the organisation’s growing programme portfolio. The role will work closely with the programme and finance teams and report to the Programme Manager, Research and Policy Uptake.
  • The successful candidate will lead the implementation of PASGR’s MEARL Strategy, oversee results frameworks and IT-based results management systems, support evaluations, and strengthen organisational learning and accountability.

Key Responsibilities

  • Lead monitoring, evaluation, accountability, reporting, and learning across PASGR programmes
  • Manage and optimise PASGR’s Results Framework, Dashboard, and Management Information Systems
  • Coordinate internal and external evaluations and donor reporting
  • Support evidence-based programme design, strategy development, and learning processes
  • Contribute to staff and partner MEARL capacity building
  • Support resource mobilisation through evidence and impact reporting

Qualifications and Experience

  • Advanced degree (Master’s or PhD) in Social Sciences or a related field
  • Formal training in monitoring and evaluation
  • Minimum 8 years’ experience managing MEARL systems in development or governance programmes
  • Strong analytical, facilitation, and communication skills
  • Experience with quantitative and qualitative data tools and results management systems
