Job Description

The United Nations Office for the Coordination of Humanitarian Affairs is a United Nations body established in December 1991 by the General Assembly to strengthen the international response to complex emergencies and natural disasters

Responsibilities

  •  Within delegated authority, the Senior Programme Adviser (50% part-time) will be responsible for the following duties:
  • Supports the Special Adviser in advising Resident Coordinators/Humanitarian Coordinators in political/peace mission settings (specifically Somalia, South Sudan, Central African Republic and Sudan) in convening the UN system to support governments in developing solutions strategies and development financing possibilities. Advise on resolving any recurring operational dilemmas as required.
  • Collects and shares best practices vis-à-vis : National coordination systems ; National Data collection/analysis systems; Local UN coordination, planning and reporting arrangements; Linkages between Solution Strategies and HRPs and DCFs; Linkages between Solution Strategies and HNOs and CCAs
  • Leads the preparation of a UN system-wide approach document under the HLCP/CEB Task Force on internal displacement. The document will elaborate: i) the substantive content of the approach and its synergies with other relevant sectors; and ii) a proposed UN support architecture moving forward and relevant enablers (e.g. mandates, financing etc).
  • Leads the drafting and finalization of a “Guidance on Solutions to Internal Displacement for UN Country Teams and Humanitarian Country Teams” document, including the design and technical preparation of any related system-wide consultation processes. This Guidance is expected to also be consulted with Inter-Agency Standing Committee and UN Sustainable Development Group membership.
  • Elaborates a light strategy document that articulates the transition of relevant functions from the Special Adviser’s mandate to the Resident Coordinator system/Development Coordination Office.

 Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international development is required. A first-level degree in combination with qualifying experience may be accepted

 Work Experience

  •  A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
  • Previous work experience with the UN common system organization and/or other multilateral organisations is required.
  • Experience is working in a Resident Coordinator’s office and/or in developing Common Country Asessments (CCAs)/UN Sustainable Development Cooperation Frameworks (UNSDCFs) is required.
  • Previous experience in nurturing and curating multi-stakeholder partnerships for Sustainable Development Goals (SDGs) within and outside the UN system is desirable.
